Infopolitical decisions: • Public information and eGov services should be available free of charge (Basic Principles of Estonian ICT Policy, Public Information Act, basics of interoperability framework etc.) • Wide public private partnership in the field of ICT architecture • Single ID-cards and internet banks based authentication mechanisms • Certification services are bought from private sector (CA-s are active developers and advertisers of e-services)

Summary: • Most eGov services are free of charge. • If the payment is needed (for example some services of Business register), all banks with their Internet bank gateways are integrated to the eGov architecture. • Multiple user authentication mechanisms are in use both for internet bank and also eGov services (ID-cards, PIN calculators, m-ID, code tables) • Banks are offering authentication services free of charge in eGov environment • You can pay by mobile phone for some services (or example license for fishing)

  5. Answers to the questions: • Payment gateways are owned by the banks • Same gateways are used for private and public sector services • Internet bank payment mechanisms are used - m-payment can be used for some services • All payments can be made on-line • Private CA services are used (joint venture between banks and telecoms)
