The Victorian Training Guarantee • The Victorian Government helps subsidise training in accredited programs • Eligible employees are entitled to subsidised training places • The government subsidy covers approximately 70 – 90% of the cost of training delivery by an RTO – registered training organisation

  3. Who is eligible for the Victorian Training Guarantee? Employees (existing workers and new entrants) are eligible if they meet the following criteria: • Are an Australian citizen • Australian Permanent Resident (permanent visa) • Hold a Special Category Visa (sub class 444, New Zealand Citizen) • East Timorese asylum seeker • Holder of a Temporary Protection Visa

Who is eligible for the Victorian Training Guarantee cont… Employees must also meet one of the following: • Be undertaking a Foundation Skills course eg. language and literacy, or • Be in a traditional trade apprenticeship, or • Be over 20 but seeking a qualification that is higher than the previous qualification held, or • Be under 20 years of age.

  5. Where can my staff train? Victorian currently has over 630 training providers offering government subsidised training places and a list of providers can be accessed from www.skills.vic.gov.au

  6. 2011 State Government payments to RTOs Note – additional teaching and learning resource costs may be charged to students/companies (equipment etc.) The Min and Max fee is the “enrolment” fee per employee, paid by employer. The ‘student’ is your employee.

  8. Workplace Case Study • 20 food operators to do Certificate II in food processing – RTO charges $350 each enrolment. All but one eligible. Full fee employee charged $1,000. approx. 500 hours • Fees = $7,650 approx. $80 materials fees each • Company receives Traineeship Incentive @ $1,250 = $25,000 non Metro only receive this since May 2011 • Replacement staff whilst training cost TBC • Business case – reduced overheads; improved productivity; better audit outcomes; improved legislative compliance for OHS, food safety

  9. Certificate III sample case study • 20 food operators to do Certificate III in food processing – RTO charges $1200 each enrolment. All but one eligible. Full fee person charged $4,000. • Fees = $26,800 approx. $110 materials fees each • All receive Traineeship Incentive @ $4,000 = $80,000 • Replacement staff whilst training TBC • Business case – reduced overheads; improved productivity; better audit outcomes; meeting legislative requirements for OHS, Food Safety

Australian Apprenticeships • Australian Apprenticeships (AA) is the collective term for Apprenticeships and Traineeships • The objective of the AA Incentives Program is to develop a more skilled Australian workforce that delivers long-term benefits for our nation and our international competitiveness • Employers are encouraged, by these incentives, to provide genuine opportunities for skills-based training

Australian Apprenticeships Standard Incentives These are managed by Australian Apprenticeship Centres Standard Commencement - $1,250 incentive for an employer who commences an Australian Apprentice in a Certificate II qualification; or - $1,500 incentive for an employer who commences an Australian Apprentice in a Certificate III, IV, Diploma or Advanced Diploma qualification. Standard Recommencement - $750 incentive for employers who recommence an Australian Apprentice in a Certificate III, IV, Diploma or Advanced Diploma qualification. Standard Completion - $2,500 incentive for employers of Australian Apprentices who successfully complete a Certificate III, IV, Diploma or Advanced Diploma qualification.

Additional Federal Incentives Special Rural and Regional Skills Shortages Commencement • $1,000 incentive for rural and regional employers who commence an Apprentice in a Certificate III or IV leading to an occupation listed on the National Skills Needs List in a non-metropolitan area (eg. baker, pastry cook, butcher) Adult apprentice wages support • over 25 yo’s gain $100-150 per week in 1st, 2nd years Mature Aged Workers Commencement and Completion • $750 incentive for an employer who commences an eligible Australian Apprentice in a Certificate II or higher level qualification who is a disadvantaged person aged 45 years or more

School-based Apprenticeships Commencement and Retention - $750 incentive for an employer who commences an Australian Apprentice in an endorsed Australian School-based Apprenticeship in a Certificate II or higher level qualification • $750 for an employer who continues to employ a Certificate II or higher level Australian School-based Apprentice after the student has completed secondary school Assistance for Australian Apprentices with Disability - Disabled Australian Apprentice Wage Support provides additional assistance to employers

Australian Apprenticeship Centres • Australian Apprenticeships Centres are contracted by the Australian Government to deliver Australian Apprenticeships Support Services, which includes providing information and assistance to employers & Australian Apprentices • Australian Apprenticeships Centres provide a free service to employers and Australian Apprentices • For more information and assistance regarding Australian Apprenticeships, including eligibility advice on payments available under the Australian Apprenticeships Incentives Program, contact an Australian Apprenticeships Centre. How does a traineeship work? • Traineeships are available to food processors across a range of qualifications from Certificate II to Advanced Diploma in Meat Processing • Traineeships provide structured employment opportunities for trainees to undertake skills development in real work environments • Traineeships are competency based and are delivered in partnership between a Registered Training Organisation (RTO) and the employer • Competency based completion gives flexibility to the system for early sign off or longer durations

  16. continued… • Traineeships undertake training based on a training plan that aligns to a job description (making them relevant to the employer’s needs) • Ensure you customise the training plan to suit your enterprise’s needs (eg. see VFITB Food Maintenance Project re Mechanical Engineering options) • Traineeships are standard employment contracts except they must also be co-signed by an Australian Apprenticeship Centre (AAC) representative to ensure that employers can claim future government incentives • Traineeships can also be conducted as Group Training arrangements with Group Training Organisations (GTOs). In this case the GTO acts as “host” employer and employers can not claim incentives.

What are the benefits of employing a trainee? • Employing a trainee allows employers to train employees according to their standards and work ethos • Training plans are linked to job descriptions and help achieve a business’s strategic needs • Traineeships allow for “benchmarking” against other industry professionals • Traineeships provide financial incentives for employers to contribute skills to their industry • Traineeships help ensure a supply of new entrants to industry
