The actors of Local Government • City Council - has legislative power and approves the decisions of the municipality . • The Mayor – has executive power , drafts decisions , plans and related procedures are then presented to the Citizens Commission and City Council for approval . • Comunity – Citizens Comission is an instituional councilor of the Mayor. • They have a different role in planning, and in decision-making.

  3. LEGISLATION • Law 8652, dt.31.07.2000 for “Organization and Function of Local Government ”, art. 35 says: • “Sessions of Consultation with Municipality and the right of public information and participation”

  4. NECESSITY OF FOUNDATION OF CITIZENS’ COMISSION (May 1998) • The economic and social chaos of the after-97 civil revolt determined the necessity of an organized entity of citizens. • The community had a general expectancy to participate in emergent and important local decision-making processes. • There was a previous experience of collaboration with community members to develop the town. • The existence of technical aid from PAP/A-USAID/1998 and American Embassy

NECESSITY OF FOUNDATION OF CITIZENS’ COMISSION (May 1998) • Citizens’ participation is a new way of thinking in the process of local decision-making • The local government, despite the level of democracy they reach, cannot make comprehensive decisions. • Changing the mentality that citizens are obstructions, on the contrary they are collaborators and guidance. • Active participation of citizens tends to increase the efficiency, the responsibility, and the reaction of local government. • The Local Government cannot govern alone !!

The importance of Citizens’ Comission • Makes local decisions better, faster, and more acceptable for the public . • The expectation of the common citizens are better understood by the municipality . • Builds trust between citizens and government . • Promotes transparency of local government activity .

  9. Citizens Participation • Citizens active participation does not give solution to all the problems • It helps in making the solutions sustainable and more efficient . • It compliments the decision making . • It increases the confidence of the citizens in local government .
