Approval of Flight Conditions • Privilege, except for: • initial flights of:[ref. 21A.263(c)(6)] • a new type of aircraft; or • an aircraft modified by a change that is or would be classified as a significant major change or significant STC; or • an aircraft whose flight and/or piloting characteristics may have been significantly modified; Privilege based on a procedure agreed by the Agency • permits to fly to be issued for the purpose of 21A.701(15) • If related to safety of design: for DOA only • If not related to safety of design: DOA or POA Privileges Permit to Fly

Issue of Permit to Fly • Principle: aircraft under the control of the approved organisation • DOA: when the design organisation itself is controlling under its DOA the configuration of the aircraft and is attesting conformity with the design conditions approved for the flight. • POA: when the production organisation itself is controlling under its POA the configuration of the aircraft and is attesting conformity with the design conditions approved for the flight. Issue of Permit to Fly • The privileges are issued on the basis of: • procedures agreed with EASA, for DOA privileges [ref. 21A.263(c)(6) and (7)] • procedures agreed with its competent authority for production, for POA privileges [ref. 21A.163(e)] • authorised signatories • AMC are providing details for the development of these procedures Privileges Permit to Fly

Privileges for DOA • AMC 21A.263(c)(6)Procedure for the approval of the conditions for issue of a permit to fly The procedure must address the following points: - decision to use the privilege; - management of the aircraft configuration; - determination of the conditions that must be complied with to perform safely a flight; - documentation of flight conditions substantiations; - approval under the DOA privilege, when applicable - authorised signatories.
