  3. Who are we ? • 3 Central Sussex Authorities • Adur District Council • Horsham District Council • Mid Sussex District Council

  4. ‘SIZE’ • 350 square miles • Population circa 311,000 • Benefits caseload 22,000 – 70th largest in England • Tax base - same as Bristol – amongst 10th largest in England

  5. CONCEPT – a virtual office • move work not staff (or more precisely any work accessible from anywhere) • Dependencies • One document and workflow management system • Commonality of processes • One culture

  6. WHY? • To provide resilience • To improve service • To make savings • and now, to deal with the financial constraints the coming years will bring

  7. Organisation • Revenues • Benefits • Enforcement and Collection (incl Fraud) • Support Services

  8. Culture • Risk taking • Team managers (not technicians) • Decision making ‘at the coal face’ • Performance management focussed • Manage out of difficulty – not increase resources • IT rich

  9. Where are we? • Organisation in place • Staff tupe’d to Mid Sussex • Governance by way of a Joint Committee

  10. Achieving what? • Savings in excess of £450k p.a. • ‘Traditional’ overspends don’t happen • CT and NDR collection rates maintained • Substantially improved Benefits performance

Don’t underestimate….. • Part played by personality • impact of differing personnel policies … TUPE is NOT a golden bullet • Work involved in unpicking and rebuilding budgets • Amount of training required • Effort required to manage expectations • Culture shock • Need to consult and consult and consult and consult…….. • The time it all takes
