    3. HUMS Request for Transfer, TAD, and Revocation of Orders based on Humanitarian Reason.

    4. HUMS Humanitarian transfer to another duty station or the cancellation of PCS orders to permit the retention on station are initiated at the request of the individual via an AA form.

    5. Criteria For HUMS Assistance 1. Severe situation which presents a personal problem that is more than those normally encountered by Marines and their families in the course of military service. 2. A hardship which occurs or is aggravated as a result of the Marine’s beginning the initial term of service or subsequent to the date of the last reenlistment.

    6. Criteria For HUMS Assistance 3. A problem involving the Marine’s immediate family where the individual’s presence is required to alleviate or eliminate the hardship. 4. When orders are issued to a Marine who has been enrolled in the exceptional Family Member Program and the Assignment does not provide adequate medical care.

    7. Hardships Personal and family problems that can be expected to continue beyond 3 years from the date of transfer are considered long term in nature, the availability of the Marine for world wide assignment is limited. Thus, discharge, or transfer to the FMCR or retired list.

    8. Short-term Hardships When possible, if an individuals’ problem is of short duration, and the requirement for the Marine’s presence is Substantiated by Documentation permissive TAD will be authorized. PTAD must be clearly in the best interest of the Corps, and not exceed 6-months. Further approval only authorized by CMC.

    9. Qualifications for HUMS Due to a Hardship (Where PTAD or TAD is granted) The situation must pose such a personal problem must be more severe than those normally encountered by Marines. The problem must be capable of being resolved within the timeframe of current CONUS tour.

    10. Qual. Cont. The Marine has made every effort to solve the personal problem by taking leave; filing dependency apps. Registering allotments for financial support to immediate family members; seeking legal advice; seeking treatment for family members at PDS i.e. Chaplains, Family Service Centers, etc.

    11. Qual. Cont. The problem must involve the Marines immediate family and the individual’s presence must be required to eliminate this hardship. Immediate Family – Spouse, natural or step-children, brothers, sisters and marine’s or spouse’s parents. Or a person who has stood in loco parentis for at least 2 years.

    12. Permissive TAD Through HUMS PTAD will not be Authorized where the solution may have been found through use of annual or emergency leave. It is expected that prior to granting PTAD, the Marine is expected to exhaust the current the current authorized leave period in attempting to resolve the problem.

    13. PDS and PTAD Travel This is a transfer for the convenience of the Marine and there is no transportation allowances for the member to return to the old permanent duty station or to assist in the movement of dependents or household goods. However, transportation allowances and travel from the PDS to the new PDS is authorized. PTAD is also at the convenience of the Marine; no per diem or travel expenses authorized

    14. PDS and PTAD Entitlements When government quarters and mess are not available at the PDS or PTAD location… The Marine rates BAS and BAH

    15. Assignment of Reenlistment Code RE-3C When a Marine is subject of a humanitarian transfer action and in order to ensure correct administrative processing, a reenlistment code RE-3C is assigned. RE-3C is not normally assigned for PTAD periods less than 30 days.

    16. Request For Humanitarian Transfer Will generally, receive favorable consideration if… Terminal illness of a member of the Marines or spouse’s immediate family requires their presence or if attending physician certifies the illness requires immediate family to be present for the well-being or welfare of the patient. Terminal Illness – Life expectancy less than 6 months

    17. Humanitarian Transfer If No other relatives are capable of providing the assistance necessary to alleviate the hardship. A marine becomes a single parent as a result of inforeseen circumstances.

    18. Humanitarian Transfer Cont. The requested duty station must have a billet vacancy requiring the Grade and MOS. Where no billet vacancy exists, TAD may be authorized up to 6 months.

    19. PCS Will not receive favorable consideration when the basis therefore is to assist in farming/mining ventures, personal business ventures, or to attend personal legal matters. If the Marine’s presence is solely to provide moral support, transfer/reassignment will not be considered

    20. 2 Basic HUMS Situations (Transfer) Request initiated from parent command. Request initiated upon being attached PTAD. Request initiated when en route between duty stations.

    21. Request Initiated From Parent Command When a Marine who is a member of your command has a HUMS situation, the first thing which needs to be done is whether or not is essential for this Marine to be at the location of the problem immediately.

    22. Request Initiated From Parent Command Cont. If so, Annual (Emergency) leave should be immediately granted, with instructions of reporting to the nearest I-I for further assistance. When the Marine completes the AA form it will be forwarded up the Chain of Command.

    23. Request Initiated From Parent Command Cont. The original package must go all the way the CG prior to being submitted to CMC. However, the BN CO’s (or equivalent) endorsement can be faxed to the HUMS monitor to begin processing. (include source documentation) Turn around time – 1 week

    24. Request Initiated Upon Being Attached PTAD. Most attach HUMS request come from commands who have already attached a Marine PTAD. Once a Marine is attached, HQMC (MMEA86) must be immediately notified via naval message. Ensure parent command is notified as well. Turn around time – 2 weeks

    25. Request for Further HUMS Assistance In the event a Marine requires further HUMS assistance an entirely new package must be submitted.
