Definitions • Motorized Off-Road Vehicle (MOV): vehicles not intended for road use nor licensed under the laws of any state including golf carts, Cushman vans, Bobcat utility carts, gators, ATVs, and other similar devices. • Authorized Driver: a person who has been trained in the operation of MOVs by Risk Management and Safety. • Responsible Usage: use of the MOV in a manner that is not reckless or irresponsible. • Approved Vehicle: a vehicle that has been registered with Transportation Services.

  4. Purpose • The purpose of the University of Notre Dame MOV policy is to ensure safe and efficient operation of MOVs. • The policy applies to the operation of all MOVs on campus property.

  5. Acquisition: Transportation Services is responsible for coordination of new vehicle purchases and should be contacted when departments or individuals anticipate a need. Rental arrangement inquiries can also be made through Transportation Services. Approval: The Department’s budget administrator and respective Vice President/Dean must authorize vehicle purchases. Consultation with Transportation Services should occur prior to Vice President for Business Operation’s authorization. General Requirements

  6. Funding: The University Department utilizing the vehicle is responsible for funding. Authorized Use: University MOVs are to be used for business purposes and other ‘responsible usage’ reasons by authorized drivers. MOVs should not be taken off campus grounds or driven on city or county streets. All University employees and students must adhere to the Vehicle Usage Policy for Notre Dame Employees / Students.http://www.nd.edu/~undtrans/updates/index2.shtml General Requirements

  7. Training: MOV use training is required for all individuals who may drive an MOV on University grounds. Insurance: Liability and physical damage insurance is provided by the University for University-owned vehicles. A deductible will be charged to the user’s budget in the event of an accident. The University employee or student responsible for the vehicle may be personally liable for the entire loss should the University vehicle be used by an unauthorized individual. General Requirements

Equipment Requirement: The following equipment is required on all newly acquired MOVs operated on campus as of August 1, 2007: Horn or warning device Headlights and taillights Mirrors Back-up alarms Equipment Requirement: University owned carts purchased prior to August 1, 2007, golf carts used solely on the golf course or non-University owned rental carts are not required to have these features. Registration and Approval • All MOVs whether leased, rented or owned by the University must be registered with Transportation Services prior to being brought on or operated on campus. • Non-University owned MOVs, including rentals, must have departmental sponsorship and the Officer of that department’s signature in order to apply for registration. The Vice President for Business Operations will have final approval. Transportation Services will distribute temporary registration passes for usage of these vehicles.

Registration and Approval • Owners of non-University owned MOVs are responsible for maintaining physical damage and liability insurance. • Transportation Services will assign an identification number and sticker for all approved vehicles that must be clearly and visibly displayed on the vehicle at all times. • MOVs used solely for golf course purposes that do not leave golf course grounds are exempt from registration and approval processes.

  11. MOV Rental • All MOV rentals must be coordinated through Transportation Services or the delivery of the vehicles to campus will be denied. • A rental request form can be downloaded from the Transportation Services website http://transportation.nd.edu/. Officer approval is required. Two week lead time is requested. • MOV reservations must be cancelled one week in advance to avoid charges. • Report all accidents or damage to Notre Dame Security Police (NDSP), Transportation Services and Risk Management and Safety.

  12. MOV Rental • Rental and fuel fees will be charged to the user’s department as appropriate. • Transportation Services will provide a registration number. • Vehicles must be picked up at Transportation Services during normal business hours (8:00am – 4:30pm M – F). Transportation Services is located in the garage on St. Joseph Drive between Douglas Road and Holy Cross Drive. • Users are required to show valid driver’s license and sign for the key.

  13. MOV Rental • Users must not permit any unauthorized person to operate the vehicle except in an emergency. • Users are responsible for the deductible if the vehicle is damaged, lost or stolen. • Users are required to abide by all applicable motor laws and should drive the vehicle at legal speeds appropriate for pedestrian, weather, and road conditions. • The vehicle and keys should be returned to Transportation Services during normal business hours (8:00am – 4:30pm M – F).

  14. Enforcement • NDSP will assist with enforcement of this policy. • University faculty/staff/students found in violation of this policy may be subject to disciplinary action. • Users of unauthorized MOVs will be informed of this policy and asked to leave campus. • Unregistered MOVs found on campus may be ticketed. • Enforcement efforts for repeat offenders may escalate to issuing a “No Trespass” order to the operator, impounding the vehicle at operator’s expense or otherwise removing vehicle/operator from campus.

  15. Vehicle Operation • Only University faculty/staff/students and authorized drivers are permitted to operate University-owned MOVs on campus. • Individuals must be 18 years of age and are required to receive Risk Management and Safety training before being authorized to operate vehicles. • PEDESTRIANS ALWAYS HAVE THE RIGHT OF WAY • Passenger load may not exceed the number of seats provided. • Recreational headset and cell phone use is prohibited while operating MOVs.

  16. Vehicle Operation • Neither smoking or alcohol consumption is permitted in the vehicle. • Individuals must not operate MOVs while under the influence of alcohol or drugs. • All MOVs should be parked safely away from pedestrian/vehicular traffic and properly secured. • Contact Transportation Services for winter storage options. • MOV operation on city streets or roads is prohibited.

  17. Vehicle Operation • Promptly report to NDSP, Transportation Services and Risk Management and Safety any accident or damage incurred while operating the MOV. • Departments must make arrangements for 3rd party maintenance and repair. • The requirements outlined in the Vehicle Usage Policy for Notre Dame Employees or the Vehicle Usage Policy for Notre Dame Students apply to MOV usage. http://www.nd.edu/~undtrans/updates/index2.shtml

  18. Pre-Driving Instructions/Checklist • Conduct a visual inspection prior to operating the MOV. • Read operating instructions located on the steering wheel and floor board. • Cart must be at a complete stop before switching gears. • When parking, set the parking brake and remove the key. MOVs should not be parked on sidewalks. • Headlights must be turned on at dusk and when it is raining or snowing. • Utilize horn for emergency purposes only.
