  1. International Update ITU-R SG5 and SG1 Meetings RABC General Meeting April 20, 2010 Ottawa, Ontario.

  2. Working Parties 5A, 5B and 5C • There are no new developments since ITU-R WPs 5A, 5B and 5C have not met since the last RABC meeting in December 2009 • Next series of ITU-R meetings: • WP 5A: May 10-19, 2010 in Geneva • WP 5B: May 10-21, 2010 in Geneva • WP 5C: May 10-20, 2010 in Geneva

  3. Working Party 5D WP 5D, February 17 - 24, 2010 • Interim reports were received and reviewed (although not evaluated) from 12 of the 14 IMT-Advanced evaluation groups, including Canada’s CEG. The group also developed a Liaison Stmt to correct an error from ITU-R M.2135 on Peak Spectral Density. • Work continued on updating ITU-R M.1036, the document containing the frequency arrangements for IMT identified spectrum.  Inconclusive discussion centred on meaning/definition of flexibility and the concept of “Flexible FDD/TDD”. • Contributions to start a report on CR technology use in IMT were received.  Although a French operator is pushing for the CR report to only focus on intra-operator scenarios, Canada indicated the document should not preclude other scenarios

Working Party 5D (cont’d) • Three working documents are underway on issues related to sharing: • Towards a revision of Report ITU-R M.2039-1. • Towards a PDN Report ITU-R M.[IMT-MITIGATION] • Towards a PDN Report on antenna isolation • A detailed workplan was produced to initiate sharing studies in the UHF (698-862 MHz) band • Based on an input contribution and discussion, it was deemed timely to study existing and new operational requirements for current and future developments of terrestrial IMT networks. This will likely result in an agenda item for the next WRC. • Next meeting: 9 -16 June 2010 in Da Nang, Vietnam

Working Party 1A February 1-10, 2010 • Agenda Item 1.22, Short-range devices • Updated the CPM text to reflect additional methods proposed (identification of a new band for SRD in the RR). • Further progressed the work on the working document to advance the work of AI 1.22 (is a compilation of contributions and relevant ITU-R Recommendations and Reports). • Next meeting June 21-28, 2010

Working Party 1B February 1-10, 2010 • Resolution ITU-R 54, Harmonization of SRDs • Updated the working document towards a draft new Recommendation on harmonized frequency bands regionally or globally identified [instead of available] for SRDs. • Updated the working document towards a draft new Recommendation on RFIDs (Technical characteristics, standards, and frequency bands as well as potential harmonization opportunities) based on contributions by Korea and Australia.

Working Party 1B (cont’d) • Agenda Item 1.2 - Enhancement to the International Spectrum Regulatory Framework • Draft CPM text includes Canada’s method and examples on how we propose to revise the definitions for fixed service, fixed station, mobile station and land station • The work on the working document towards a draft new Report progressed - it examines the impact of the methods on the RR • Had extensive discussions on where fixed wireless access fits under the service allocations and regulatory implications of it being under fixed or under mobile • France is proposing to have area based coordination under the fixed service • Sweden is proposing a general allocation Resolution that would encourage allocation to the broadest service (e.g. mobile instead of maritime mobile)

Working Party 1B (cont’d) • Agenda Item 1.19 - CRS and SDR • Canada submitted one contribution on AI 1.19: • to clarify the CRS concept; • to reiterate the Canadian position on this item (NOC to RR). • Additional methods for CRS involving changes to RR: • WRC Resolution providing a framework for future ITU-R studies on CRS (Finland, Netherland); • WRC Resolution identifying bands in which CRS cannot be deployed (Russian Federation). • Next meeting June 21-28, 2010
