  5. QAP 2019 Update, Phase 2 – Analysis and Updates Membership and Mission Membership and Mission Process Improvement / Clarity • Updated format for QAP – move to a clearer presentation of content • Scoring – move away from subjective criteria to objective measurements / self scored applications. • This will tie to our updated data system which will allow for electronic submission • Inclusion of a Pre-Application that will allow Statewide Housing Plan Alignment • QAP

  6. Location Factor Scoring Membership and Mission Membership and Mission • Rethink scoring for need versus inventory • Concern about objective/location factor scoring The current draft QAP scoring completely revises the Location Factor Scoring; representing a lower point total and updated criteria including: • Severe Burden, • Rent Escalation, • Vacancy, • Inventory units as a percentage of the 60% MFI households. • During the feedback webinar, 57% of participants indicated comfort with the proposed changes and only 16% indicated they were somewhat opposed. • QAP

  7. Permanent Supportive Housing Membership and Mission Membership and Mission • How PSH is defined • PSH services, rent assistance • Points for including Permanent Supportive Housing • Populations experiencing chronic homelessness and requires the use of some form of local coordinated entry • Concerns: • Chronic Homelessness definition; • Concern that many projects will chase points and include PSH in cases where they do not have intentions or ability to deliver; • Impact on Elderly scoring • QAP

  8. Regions Membership and Mission Membership and Mission Interest in making a revision that: • Has truly rural projects compete against rural projects • Eliminates set-asides within regions, which are often difficult to implement and decrease predictability and transparency • Better aligns resources to population needs Proposed Regions: Portland Metro Counties Non Metro HUD HOME PJ Balance of State Urban • cities of Albany, Ashland, Bend, Central Point, Dallas, McMinnville, Medford, Newberg, Redmond, Woodburn Balance of State non-Urban/Rural • (Balance of State) • QAP

  9. Stakeholder Feedback: Racial Justice and Equity Membership and Mission Membership and Mission • MWESB Workforce Utilization point incentive • Tribal Set-Aside • Affirmative Fair Housing Marketing • Resident Services • Opportunity Area and Vulnerable Gentrification Area • Diversity, Equity and Inclusion (DEI) agreement • 9% LIHTC Regional Allocation formula • QAP

  10. Cost Policy Membership and Mission Membership and Mission • Cost Efficiency Scoring: those projects with a total development cost, excluding acquisition costs, per bedroom that are in the lowest third of the applicants in the set-aside or regional pool will receive an additional point. • LIHTC Efficiency Scoring: though more of a look at subsidy investment, this criteria attributes points to those projects requiring less total LIHTC per bedroom than the applicants in the set-aside or regional pool. • QAP

  11. Income Averaging Membership and Mission Membership and Mission • Investors/lenders and AMC should drive income averaging implementation • Current draft QAP allows income averaging; to be led by investors and lenders interest / not more restrictive than allowable • QAP

  12. Preservation Strategy Membership and Mission Membership and Mission • Establishes a 25% set-aside for Preservation, from the entirety of 9% LIHTC resources instead of within each region. • This draft QAP also continues to define preservation projects as those with federal project based rent assistance (meaning, not all portfolio projects); • We have had a lot of feedback that this reduction in the preservation set-aside is not preferable given the large scale of needs for preservation in Oregon. • Additionally we have had feedback that the need for preservation extends beyond these rent-assisted units. • QAP

  13. Pre-Application Membership and Mission Membership and Mission • Intent of the pre-application: • Address any site-visit needs • Establish access to be able to submit application documents electronically • Provide early stats for applicants on: • Number of pre-applications in set-aside / region • Estimated range of costs / LIHTC of pre-applications in set-aside / regions • Number of pre-applications intending to do PSH • Range of location scoring factors for pre-applications • QAP

  14. QAP 2019 Update, Phase 3 – Draft Plan & Next Steps Membership and Mission • MOTION for consideration: Housing Stability Council approves the release of the draft 2019 Qualified Allocation Plan, as presented [or with noted revisions] for formal public comment period. • 30 day public comment period • If not substantive changes only, then request from Housing Stability Council to approve the QAP for recommendation to the Governor for signature • Must be in place prior to having a 9% LIHTC NOFA in 2020 • QAP
