    4. 4 CAAPD / Pillar 2 : Objectives 1 Accelerate growth in the agricultural sector ? by raising the capacities of private entrepreneurs, including commercial and smallholder farmers, ? to meet the increasingly complex quality and logistic requirements of markets focusing on selected agricultural commodities that offer the potential to raise rural (on and off-farm) incomes

    5. 5 CAAPD / Pillar 2 : Objectives 2 ? Create the required regulatory and policy framework that would facilitate the emergence of regional economic spaces that would spur the expansion of regional trade and cross-country investments.

    6. 6 Activities under CAADP Pillar 2 Public-private partnerships to: develop quality control and management systems; Invest in infrastructure in energy, transport, roads, communication and New Information and Communication Technology fields and in commercial infrastructure and equipment; Promote competitive farming and manufacturing technologies and practices; Build strategic alliances to create industry-to-industry linkages, strengthen supply chain linkages, and strengthen information systems Establish the African common market for agricultural products.

Create an Agribusiness supply chain and quality control initiative Promote Intra- African trade in agriculture and fisheries. Capacities building among the agribusiness community including farmers associations Creation of strong linkages between stakeholders among the agri-business chains

    8. 8 CAADP Pillar 2 Framework Design Process

    9. 9 The need of a Framework CAADP Pillar 2 Framework is guidance: For policy makers to identify priorities, develop an effective set of policies and evaluate progress. For public and private sectors to build alliances and partnerships in order to achieve the CAADP Pillar 2 objectives For multilateral and bilateral development partners to align and coordinate their support for these national and regional interventions.

    10. 10 Main actors in the design of the Framework The CMA-WCA has been mandated by the AU/NEPAD to serve at a continent-wide level as coordinator of private sector interests support to CAADP Pillar 2. The CAADP Pillar 2 Experts Reference Group representing all the stakeholders

    11. 11 Main tasks for the CMA/WCA Identify and organize representative members of the public and private sectors to form an Expert Reference Group (ERG) from public and private sector Convene the ERG referred to above to advise on translation of the existing CAADP Pillar 2 vision into a robust Framework for decision making and action. Coordinate public-private consultations around the continent culminating in the issuing of a CAADP Pillar 2 Framework

    12. 12 Composition of the Experts Reference Group (ERG) African private sector and their professional associations at national, regional and continental level International private sector with interest in African agribusiness African policy makers Regional Economic Communities (RECs) and administrative bodies at the continent level Bilateral and multilateral donor and development agencies Local, regional and global public and private financial institutions Local and international policy and business experts

    13. 13 Role of CAADP Pillar 2 Experts Reference Group (ERG) Identify of major challenges and opportunities with respect to the trade of African agricultural products in domestic, regional, continental and markets. Review existing public-private, partnership (PPP) and business-to-business models for agribusiness and trade development Outline generic strategic plan showing : recommended short and long term actions related expected outputs and outcomes expected role of public and private sector farmers organizations Recommend early actions at a continental level which could help RECs and countries internalize and advance CAADP Pillar 2. Outline performance measures and milestones for recommended use by countries and regions.

    14. 14 Short-term Consultants A limited team of short-term consultants will be recruited to carry out the necessary analytical work and help the ERG in his work. The consultants will propose strategy elements and action plans to overcome the key technical, policy, institutional, infrastructure related barriers to boosting agribusiness development among African countries, Help in the identification of successful public-private sector partnership and business to business alliance models.

    15. 15 AREAS UNDER CAADP PILLAR 2 Area A: National, Regional and International trade Area B: Infrastructure and market access Area C: Supply chain development and financing Area D: Strengthening of farmer organizations and trade associations Area E: Benchmarking, monitoring and evaluation of Pillar 2 progress, as well as its specific contributions toward the overall CAADP objectives

    16. 16 AREAS UNDER CAADP PILLAR 2 AREA A: NATIONAL, REGIONAL AND INTERNATIONAL TRADE Main issues to address are: how to develop the capacity of African countries to constructively participate in global policy discussions and expand agricultural trade at both national, regional and global levels.

    17. 17 AREA B: RURAL INFRASTRUCTURE AND MARKET ACCESS Main issue to address is: How to address the current situation of poor quality or inadequate rural infrastructure that have a negative impact on the competitiveness of African agriculture through increasing internal transport costs, reducing levels of value-added at origin and lowering transaction efficiencies in the marketing chains, be they national or international.

    19. 19 AREA D: STRENGTHENING OF FARMER ORGANIZATIONS AND TRADE ASSOCIATIONS The main issue to address is: The need to foster emergence of operational and sustainable Farmer Organizations and Trade Associations that have the capacity to: to provide high quality, technical and commercial services to theirs members serve as credible actors in public and private sector partnerships and Business to business Alliance to support the development of agribusiness enterprise in Africa

    22. 22 Progress status The following activities were undertaken since April 2007when we began: Two technical meetings of the ERG were held in Dakar in July and August 2007 Four of the 5 consultants have delivered their first report. We decided to give more time to the consultants on Farmers organization strengthening. Several coordinating missions have been done in Africa and abroad. The last one was the African Green revolution in Oslo, Norway, end of August 2007 All these activities allow us today to present you the CAADP Pillar 2 Framework Draft 1.
