A governing party lawmaker’s attempt to fine bicyclers who are not wearing a helmet is inviting a huge controversy among cyclists and experts of late. Representative. Kwon Young-se of the ruling Grand National Party (GNP) said he will propose a bill that mandates all cyclists to wear helmets and other safety gears when riding their bicycles. According to Kwon, the bill aims to reduce the cyclists’ fatal head injuries in traffic accidents involving bicycles. Statistics show that brain injuries account for more than 60 percent of bicycle-related accidents on the road. ”The bike users’ safety will become a big issue. It is time to think about how we should deal with this matter as we do with automobile and motorbike users,” Kwon said. Kwon also insists that encouraging the use of bicycle helmets is a global trend. He cites the case of some European countries including Iceland, Finland, and Sweden that already have mandatory helmet laws. Additionally, some experts argue that bicycles running on the road can be as dangerous as motor cycles and it is necessary to regulate wearing a helmet and other gears for the safety of bicycle riders. While many people agree that wearing a helmet is necessary for safety, there are voices expressing concerns. For them, whether such a punitive measure will work effectively is still in question. They say that it is too early for Korea. Opponents add that it is more important to focus on promotion and education of safety measures for bicycle riders rather than imposing fines.
