What is TERA? • A simulation that allows your staff to respond to and visualize the impact of their actions in a disaster that may affect your normal operations. • Transportation version of the Emergency Management Staff Trainer (EMST) • Developed by Engineering & Computer Simulations, Inc. • Created under the Cooperative Research Program (TCRP) Project A-36, Command-Level Decision Making for Transit Emergency Managers. • Sponsored by the National Cooperative Highway Research Program 20-59, Surface Transportation Security Research.

Cost Benefit • EMST Facilitated Exercise – Limited planning (soft cost) and resources (hard cost) • Provided Scenarios with inject tailoring – 0 to 10 hours • 1-2 support staff; System tracks task completion • Send injects through system • Web-based; can be geographically distributed if participants can’t travel • POC must perform system check (~2 hours) • Participants can rerun/reuse on their own (individual or small team) • Traditional Exercise - Extensive planning (soft cost) and resources (hard cost) • Injects from scratch – 10s to 100s of hours • Larger support staff; Observer/Controllers needed to track task completion • Need runners for injects • Participants are in one location • No system check needed • One time event
