Summary of presentation content This is the second presentation in a series of three; • This presentation concerns itself with the specific questions that need to be answered when applying for the Register of Apprenticeship Training Providers (RoATP) (Up to the end of section CC-LM) • This presentation assumes you are fully familiar with accessing the e-platform and that you have read the ESFA Guidance document and all other information surrounding the application process • All presentations assume that your college has previously been on RoATP. If this is NOT the case please contact teresa.frith@aoc.co.uk if you require advice on your application

Accessing the Application process • You will be invited to apply by ESFA and are not required to do anything until this contact has been made • The application is undertaken on line through the DfE/ESFA’s Bravo Solutions portal • The portal is open now and there is nothing to prevent you from accessing the application PQQ and pre-preparing your responses ahead of the ESFA invite

General considerations (1) ESFA will review your application for: • Financial Health • Due diligence • Readiness and quality If the review finds that your application is either insufficient or inappropriate for apprenticeship delivery, then your application will be rejected. So be specific and focussed on apprenticeship delivery. Your documents might well be more generic and cover the whole college offer, so check and adapt them if necessary to ensure all the key indicators identified by ESFA are covered within them in a way that is clearly applicable and sensible for apprenticeship delivery.

  5. General considerations (2) It is likely that you will have queries that only ESFA can respond to. In order to query any aspect of the RoATP application you will need to use the Bravo messaging board…. If for some reason this does not work, you can also email roatp.MAILBOX@education.gov.uk

The Question Sections (1) The application is split into a series of coded sections: • COA Conditions of Acceptance • OD Organisational Details • DE-EX Declarations - Criminal Convictions, Compliance • FH Financial Health • PR Profile • CC-LM Leadership and Management, training experience • CC-PP People and Planning • EN Readiness to Engage • GO Apprenticeship Welfare • PC Primary Contacts • DE-AP Application declaration

  7. OD - Organisational Details Most of these questions are self-explanatory, with a mix of text answers (e.g. the legal name of your organisation), and drop down selections. You are also required to provide copies of: • A copy of your registration certificate from the Information Commissioners Office • Your management hierarchy for apprenticeships on the supplied template • The name of your officer accountable for apprenticeships

  8. DE-EX - Declarations These questions cover any possible legal issues that might preclude a organisation from effectively managing and running an effective, government funded apprenticeship programme. All of these (1 – 14) are option list answers.

  9. FH – Financial Health Colleges are exempt from this section and so will only need to answer FH-1 and FH-2: • FH-1 Do you consider your organisation exempt from financial health assessment? • FH-2 If yes, what class of organisation are you? If you respond as a GFE to this question, the remaining FH questions will ‘lock’ on your application

  10. PR - Profile Your answers to these questions will determine how much detail you need to provide in the ‘quality’ related questions. For example, if you have a grade of ‘good’ or ‘outstanding’ for apprenticeships you will provide less information than if you hold a grade of ‘requires improvement’. Your answers will ‘open’ a specific set of quality questions……….

CC-LM (1) – leaders and managers:training experience, expectation setting, quality of training and market awareness Ofsted apprenticeship grade = good/outstanding You will progress directly to CC-PP Ofsted apprenticeship grade = requires improvement, but overall effectiveness = good/outstanding You will complete CC-LM section 1.14 Ofsted grade of requires improvement for both apprenticeships and overall effectiveness You will complete CC-LM section 1.15

  12. CC-LM (2) – leaders and managers:training experience, expectation setting, quality of training and market awareness 1.15 only! The additional questions that you will answer, do not require significant additional work. They are all answer selections from drop down menus, with the exception of typing in the name of your most experienced manager in the development and delivery of training (their experience does not have to have been within your organisation), so not necessarily the overall college head of apprenticeship delivery.

CC-LM (3) – leaders and managersThe text questions • There are 6 text response questions and one attachment required in this section, and all colleges completing either 1.14 or 1.15 will need to respond to these particular questions. • Answers for each free text question are restricted to 2000 characters (approx. 300 words), so you will need to be succinct • Each question is seeking examples for an aspect of your training offer……..

  14. CC-LM 8 An example of your management team working with employers or other organisations to develop and deliver training. This is seeking a single example, so choose something that comprehensively demonstrates how you work employers to develop AND deliver training (ideally an offer that includes apprenticeship (standard if possible) delivery) Key consideration areas: • How you identified training needs • How you determined training was the right solution • How you identified learning objectives and how they would be measured • How you developed the training programme from the objectives and determined the delivery to learners

  15. CC-LM 10 How have leaders and managers defined their expectations for high standards in apprenticeship training? Answer MUST include: • The format of your expectations through a set of principles, a vision, a mission statement or equivalent • The outcomes wanted for delivery of apprenticeship training • What acceptable quality within apprenticeship training is for your college • How high standards are set in the planning and production of training programmes • How high standards are set in the use of the best person or best team to deliver apprentieship training

  16. CC-LM 11 How have you communicated your L&M expectations for apprenticeships to your employees? In your answer you need to describe how L&M have made employees aware of the expectations they have for apprenticeship delivery. You should consider each stage of planning and delivery and how messages are reinforced and supported through day to day management. This should also cover all employees involved in successful delivery, not just front line staff.

  17. CC-LM 12 For this question you need to attach a copy of your process for evaluating the quality of training and outcomes. As this is an attachment, you can use as many word/diagrams as you wish. The ESFA requires you to show: • How you will assess your performance as an apprenticeship training provider • How you will respond to feedback from employers and apprentices • Your method or procedure for continuous improvement of training • How you will identify and address any under-performance of training Whilst you may well have a generic document covering these for the college offer in general, you might want to consider drafting an apprenticeship specific version for submission that directly considers the above areas

  18. CC-LM 14 Give an example of how potential for improvements in training were identified through your quality evaluation process. Your response needs to include a summary of how the data you use to identify changes and improvements: • Is collected • Is reviewed and analysed • Has the potential to lead to improvements This question requires you to explain the process for collection of appropriate data, NOT to give examples of what has happened as a result (the next question asks for examples)

  19. CC-LM 15 What was put in place to improve training and what was the outcome? Here ESFA require you to: • Give examples of actions you took • Explain who was involved in making improvements • Explain what the outcomes were from these improvements

  20. CC-LM 17 To make your existing quality process relevant for apprenticeship training, what changes will you need to make? You are probably already delivering apprenticeships, so this question appears irrelevant but answer it anyway! Explain that you have been delivering apprenticeships for X years and recently adapted your processes to accommodate standards/the levy/anything else – keep focussed on ‘quality processes’ though.
