  18. Special Service Project for Service-Learning Late in January 2007, the Homeless Action Network of Detroit will be charged by H.U.D. to perform a count of all homeless living OUTside shelters. A campaign of wearing buttons and distributing cards will let the homeless know that the count is FOR them. The theme of the campaign is thatWe want to count every person, because Every Person Counts
