  2. Discussion Points • Changes to 2009-10 Title III Accountability Calculations to Comply with the Notice of Final Interpretations (NOFI) Issued by the U.S. Department of Education (ED) • February Update for Title III Accountability

  3. Proposed Changes to Title III Accountability System • Changes Were Required to Comply with the NOFI • Approved by State Board of Education in January • Submitted to ED in January

  4. Changes to 2009-10 AMAO 1 Calculations • Allow prior year score on CELDT to be from a year other then the immediately preceding year (2006-07, 2007-08 or 2008-09) • No change to targets for AMAO 1

  5. NOFI Requirements • NOFI requires that all ELs need to be included in the cohort for AMAO 2. • Cohorts for AMAO 2 can only be established based on time in language instruction educational program

  6. Changes to 2009-10 AMAO 2 CalculationsProposed in Jan. • Include initial CELDT takers tested during the annual testing window if classified as an English learner (EL). • Assign these initial ELs a weight of 0.1 if they have been in language instruction educational programs for less than one year.

Changes to 2009-10 AMAO 2 Calculations • Language instruction educational program is the term Title III uses to encompass the full range of EL services • An example of the time in language instruction educational program • Date CELDT testing completed (Oct. 2010)-Date of U.S. enrollment (Sept. 2007) (three years,1 month in program)

Changes to 2009-10 AMAO 2 CalculationsProposed in Jan. • Two cohorts for AMAO 2 • ELs who have been in language instruction educational programs for less than 5 years • ELs who have been receiving EL services for 5 years or more • LEAs/consortia must meet targets for both cohorts to meet AMAO 2

  9. Weighting of Initial ELs • ED has expressed some concern about the proposed weighting of initial ELs • CDE is exploring options for AMAO 2 that would not include weighting

  10. Changes in CELDT To Be Implemented in AMAO Calculations • The performance level cut scores for the K-1 Reading and Writing tests are expected to be addressed by the SBE in May 2010 • If performance level cut scores are adopted they will be included in the AMAO calculations for 2009-10

  11. AMAO Year Status After February 2010 AYP Update Year 1 LEAs/Consortia – 102 (+1) Year 2 LEAs/Consortia – 130 (-5) Year 3 LEAs/Consortia – 60 (+1) Year 4 LEAs (newly identified) - 9 Year 4 plus LEAs (continuing) – 128 (+1) Met all 3 AMAOs - 205 Total LEAs and consortia = 634
