FUNDAMENTALS • The Construction Education and Training Authority is a schedule 3A institution in terms of the PFMA, and since this Act applies to organs of the state in the National and Provincial Spheres of Government, it excludes public entities. • CETA is about Skills development in the construction industry which is linked to immovable assets construction and their management

  3. FUNDAMENTALS CONTINUED CETA’s lifespan is five years The development of this bill is commendable in that it will provide a framework which will promote accountability and transparency in the management of these assets

  4. FUNDAMENTALS CONTINUED • The Bill also identified those who are assigned the responsibility of being the custodians of the immovable assets • Accountability on Asset Management should be devolved to the Municipalities • Assets outside RSA should be managed in accordance with this Bill
