Medical loss ratio (MLR) is claims divided by premiums < 100% means that there is an underwriting profit for carriers MLR does not include administrative costs MLR reflects both the adequacy of premiums and carriers’ success at cost containment Ratios for PEBB plans have generally declined during recent years PEBB MLRs are shown by year, service type and then specifically for Regence and VSP Medical Loss Ratios
