Overview of Florida HSR • “Vision for High Speed Rail in America” competition • Florida reacted quickly based on previous work • Tampa-Orlando-Miami application submitted October 2009 • Special Session Dec ‘09: Florida Rail • Created Florida Rail Enterprise • Provided mechanism for State contribution

Federal Railroad Administration Approvals • Jan 28, 2010: President here in Tampa: Florida one of top three recipients in the nation $1.25 Billion for Phase 1 Tampa-Orlando ($2.7B requested) • May 7, 2010: Administrator Szabo signed Record of Decision, completing environmental documents • May 28, 2010: Sec. LaHood in Orlando: first grant $66.7 M • August, 2010: Florida applied for an additional $1.1 Billion and offered a 20% match

  8. Tampa to Orlando Operations • Proven HSR technology. Steel wheel on rail. • Trains at least hourly; additional frequency between Orlando Airport and attractions • Ridership Estimate from 2002 study – Over 2 million. (Excludes captive Markets) • New Investment Grade Ridership Study Underway • Maximum Speed 168 MPH+.

  9. Jobs and Economic Outlook • 5,000 +jobs/ year during construction period. • 600-1,000 permanent direct operating jobs and 500 indirect jobs. • Contributes to creation of 10th largest economic region in the nation with 7th biggest population

Current Activities Five major Tasks with $66.7 million ARRA funds 1- Project development – setting up for the program 2- Advance Preliminary Engineering to firm up costs 3- Early Works Projects document preparation 4- Right of way Acquisition/Survey 5- RFQ/RFP to build the HSR System through PUBLIC PRIVATE PARTNERSHIP

  12. Two Procurements: 1- Early Works Projects Clears and prepares the corridor 2- HIGH SPEED RAIL construction Design-Build-Operate-Maintain &Finance (DBOM&F) Contract: Public Private Partnership(PPP)

Procurement Timelineif all the stars line up… • Early Works Timeline (Subject to FRA approval) • Issue RFPs in November • Begin construction spring 2011 • Work completed in advance of HSR construction • PPP HSR Construction • RFQ for teams Nov. 2010 (subject to FRA approval) • RFP issued to qualified teams March 2011 with ridership updates. • Winning team selected /negotiations in late 2011 • Construction starts 2012 • Trains roll 2015

Passenger Service onFlorida’s East Coast • No FEC passenger service since 1968 • Proposed new service • Splits Amtrak Silver Star daily service at Jacksonville w/1 round trip on Florida East Coast • One additional daily corridor service train • Estimated annual ridership: 222,600 passenger • Stations • Jacksonville, St. Augustine, Daytona Beach, Titusville, Cocoa, Melbourne, Vero Beach, Ft. Pierce, Stuart, West Palm Beach, Ft. Lauderdale, Miami • Submitted application on Aug 6 requesting $250 million
