Social Protection is an important dimension of the country’s social life, as it promotes cohesion and reduces social gaps by increasing opportunities for job placement and development of the most vulnerable groups. In that regard, it doesn’t represent an expenditure for the country, but rather a long term investment, preventing risks that affect social cohesion and human development.

  3. Conceptual mapping of social protection system in Chile • The achievement of equity is still the strategic goal of social policy. It is the framework that guides the purpose and contents of its public policy instruments. • Equity is achieved through equal opportunities •  Supporting groups, peoples and territories that are in a vulnerable condition is a concrete way of equaling opportunities.

Conceptual mapping of social protection system in Chile  Reverting a vulnerable condition means generating institutional actions capable of providing social protection to people. The social protection management model, i.e. the way in which it can operate with efficacy, is the functioning of the network. People living in extreme poverty are the ones that require social protection, given that they are the most vulnerable people due to this condition.

Social Protection System Management Model in Chile • Generates access to opportunities so that the beneficiaries have the support they require. • Organizes the available programmatic supply in complementary schemes that allows the beneficiaries to achieve the integrality they require. • Promotes conditions to achieve the provision of services at the minimum possible cost for the beneficiaries. The Social Protection System is a management model based on the articulation of institutional and territorial networks, that, in order to comply with the purpose of providing social protection,:

  6. Social Protection System Management Model in Chile • The progress towards a management model of policies is achieved through a programmatic supply based on a single national design and executed at central level, which exists and operates at local level.

Social Protection System Management Model in Chile • It is a Social Protection System implemented in a decentralized manner, i.e., that exists and it operates at the local level. • This is logical given that it is the concrete way of achieving equality of opportunities for the groups and peoples living in a situation of vulnerability.

  9. At this stage, progress has been made towards the generation of basic institutional conditions so that this can work at local level.

It means that vulnerabilities have been identified (not just their condition of poverty). • It means to be recognized as subject of preferential action from the social network. • It means that the social services available in the system are now guaranteed. • It means that possibilities to achieve the support needed to improve basic well being conditions, such as health, education and housing are broaden. What does it mean to be socially protected?

What does it mean to be socially protected? • It means that there are insurance mechanisms (without contributions) for contingencies and hazards. • It means that waiting time to receive servicesis reduced and coverage periods for some benefits are increased (monetary transfers). • It means that there is access to opportunities that promote or strengthen entrepreneurial initiatives, economic or other. • It means that there are resources available to supplement or strengthen the capacity of generating income.
