SCHOOL HEALTH PROGRAMME during 2013-14 • Training to all District Level officers have been imparted. • Training to school teachers are in progress. • 2425 children from 56 schools have been covered under SHP. • After the completion of the training to school teachers. Projected Enrolment • Primary - 2,10,000 • (Upp. Pry)- 50,000 • No. of working days - 222 • Cooking Assistance in Lakh (Pry) - -Rs. 1403.26 Lacs ( Upp. Pry ) - - Rs. 499.50 Lacs • Foodgrains (Pry) - 4662.00 MTs. (Upp. Pry) - 1665.00 MTs • Cost of foodgrains - Rs. 357.48Lacs • Cooks Honorarium for 7382 nos. - Rs. 664.38Lacs. • Transport Assistance - Rs. 149.95 Lacs • Total Requirement - Rs. 3074.57 Lacs

  20. ISSUES and CHALLANGES • Delay in release of funds by the state Government. • Effective Monitoring Mechanism. • Inadequate transportation charges of food grains • Dedicated manpower at State and District levels.

  21. MEASURES AND ACHIEVEMENTS • To streamline release of funds, the State Government opened a separate Bank Account exclusively for the MDM Scheme with a maximum limit of Rs. 10.00 crore. Required fund on quarterly basis shall be made available from this account whenever necessary. • To ensure effective monitoring of the scheme, a proposal using mobile base Monitoring system in place of IVRS has been submitted to the Ministry. This could be useful in checking most of the parameters of the scheme. • A new rate of transportation charges of food grains has been submitted to the Ministry. • An Air Pump Cooking Gas in lieu of LPG has been proposed since the later is not available adequately in the state.

  22. MEASURES AND ACHIEVEMENTS • Releasing of funds from Directorate to SMDCs (School Management & Development Committees) account through Deputy Commissioners by e-transfer is being continued. • Toll free Line is put in public domain. ( 1800-345-3820 ) • Capacity building covered all districts. • District Vigilance Committee constituted. • Emergency helplines displayed at school campus. • Training for Cook cum Helper from 3(three) districts completed with representatives from Akshay Patra Foundation. • Rate of inspection by State and District officials are made mandatory at different levels.

  23. MME PLAN • Capacity Building at least 2(two) times in all 13 zones of School Head Masters/Mistress and Cooks are highly required to streamline the implementation of the scheme. • Monitoring through Mobile based Software. • Introduction of Air Pump Cooking Gas • Introduction of contractual manpower at State, Zone and Block levels under MME fund.
