  5. WHAT IS FEFP? • FLORIDA EDUCATION FUNDING PROGRAM • ADOPTED BY STATE LEGISLATURE IN 1973 • A FUNDING FORMULA THAT PROVIDES THE EQUITABLE DISTRIBTION OF FUNDS FOR SAFE AND EFFICIENT TRANSPORTATION SERVICES TO SCHOOL DISTRICTS IN SUPPORT OF STUDENT LEARNING

HOW DO STUDENTS QUALIFY FOR THE COUNT? • Students in Membership K-12 and in Exceptional education programs below KG are eligible for transportation funding if one of the following conditions is met: • 1. The student lives two or more miles from school • 2. The student is qualified as a student with a disability under the Individuals with Disabilities Education Act (IDEA), regardless of distance,(excludes gifted students). Students living less than two miles from their assigned schools, with the exceptionalities of Specific Learning Disabilities, Speech Impaired or Language Impaired are eligible if transportation services are required by the student’s Individual Education Plan (IEP). • 3. The student/parent or infant is enrolled in the Teen Parent Program(TAP). • 4. The student is enrolled in a state-funded PK program under IDEA or TAP. • 5. The student is a career or exceptional student being transported from one school center to another where appropriate programs are provided. • 6. The student meets the criteria for Hazardous walking as stated in: Section 1006.23, F.S. Applies only to Elementary students. MEMBERSHIP CODES MUST BE ASSIGNED TO ALL STUDENTS COUNTED BASED ON ONE OF THE CONDITIONS LISTED ABOVE.

  8. HOW CAN YOU TRACK TRANSPORTED STUDENTS? • Make sure the driver has a registration form or card for every student riding the bus. Form should contain student’s name, birth date, current address and phone numbers, school , grade, District ID# and Route #. Should also have a place for driver to write in student’s stop location. • Print Scan sheets for every eligible rider and distribute to schools. Scan sheets are given to students and they turn them in to driver when boarding the bus. Drivers turn in Scan sheets to Routing and information is entered in to the Routing system. Print-outs of eligible riders are then created by stop. • Eligible riders are assigned to bus stops using Routing software. This information is sent to schools where it is distributed to students. Printouts are given to drivers. • Students are manually assigned to the bus they are eligible to ride and rosters of students are created for each bus driver. • Scantron sheets are created, with all eligible riders names listed. These sheets are given to bus drivers. • Have all students fill out an index card with information listed above and give to driver as they are leaving bus. Student information is manually entered in to the District software system and print-outs are created for drivers with students by stops.

  9. HOW RELIABLE ARE YOUR DRIVER’S COUNTS?

  10. Each driver is given an FEFP Packet containing instructions for the Survey Count. • School Districts use different types of Print-outs to record student ridership during the Survey period. Some of these Print-outs may be the following: • Drivers receive a printed Route report which lists eligible riders by bus stop. Drivers make a check, beside the names of students who rode during the Survey Period, and include the initial (M/T/W/Th/F) of the day the student was counted. • Drivers receive print-outs with barcodes beside each students name. Drivers check the eligible riders who rode during the Survey Period. • Drivers receive a Scantron or “Bubble” sheet and color in the circle under the day of the week that the eligible rider was counted. • Drivers receive a manually created roster which contains student information by stop. Drivers check the eligible riders who rode during the Survey Period identifying the day of the week on which the student was counted. • ALL DRIVERS SHOULD ALSO RECEIVE SOME TYPE OF STUDENT ADDITION LIST ON WHICH THEY WILL RECORD THE NAME OF ANY STUDENT WHO RODE DURING THE SURVEY PERIOD WHO WAS NOT LISTED ON THE FEFP PRINT-OUT SHEET.

  11. GETTING IT RIGHT MEANS A FAIR ALLOCATION AND DISTRIBUTION OF STATE FUNDS TO ALL SCHOOL DISTRICTS School Districts use different methods of recording the driver’s Survey Counts. Some districts use a wand to scan the barcodes on their print-outs. Some scan the “bubble” sheets that drivers have colored in and some manually input a code for each student counted. How ever this information is transferred from the paper to electronic files it should be done carefully with much attention to detail. Districts should work closely with their IT/IS Departments at this time to ensure that all data is accurately entered and submitted. Transportation data should be compared to the District student data base information to check for errors and attendance verification. Any errors should be corrected before submitting the final files to the DOE on the Automated Student Information System. GET IT RIGHT!
