  3. THE AMENDMENTS CYCLE Group meetings: To examine proposed Conclusions and formulate amendments Translation of amendments Adoption of proposed text Submission of amendments Discussion of amendments Group meetings: To examine others’ amendments and agree on a position

  4. FORMULATING AMENDMENTS An amendment is a proposed change to the text under consideration. It must be submitted in writing, using the form provided by the secretariat. It must be submitted in English, French or Spanish.

FORMULATING AMENDMENTS Examples of amendments • Deletethe last line in point 1. • In the last line of point 2, delete “national”. • Replacepoint 2 by: “One of the consequences of… ”. • In the first line of point 3, replace “heart” by “core”. • Between the third and fourth lines of point 4, insert“For the purposes of this point, …”. • At the end of the last line of point 4, add “and social security contributions”. • Move “where reliable mechanisms…” to the end of point 4.

  8. CONSIDERING AMENDMENTS The Chair decides the order in which amendments are discussed Amendments submitted by an individual member must be seconded The sponsor introduces the amendment The amendment is discussed A decision is reached

  9. THE FATE OF AMENDMENTS Each amendment must be considered, and a decision reached on its fate. No second; made irrelevant by the adoption of another amendment. Fall For lack of support, or some other reason. Withdrawn By consensus, clear majority or vote. Rejected By consensus, clear majority or vote. Adopted

  10. SUB-AMENDMENTS What is a sub-amendment? A proposed change to an amendment under discussion Original amendment: submitted by Group X: Add the following bullet point: “Members should formulate national policy for reviewing at appropriate intervals statistics on employment.” Sub-amendment submitted by Group Y: “Members should formulate and apply a national policy for reviewing at appropriate intervals statistics on employment.”

  11. SUB-AMENDMENTS What is the impact of a sub-amendment on the discussion? The discussion of the original amendment is suspended The Committee must deal with a text that is introduced during the discussion The sub-amendment may be sub-sub-amended. Are all sub-amendments admissible?

  12. ADOPTION AND SUBMISSION Adoption of the proposed Conclusions. Submission to the Conference by the Committee’s Officers.
