Where do Access standards originate? • Federal Transit Administration (FTA) Circular 4710.1 • November 4, 2015 • Provides guidance to recipients of FTA financial assistance to carry out provisions of the Americans with Disabilities Act (ADA) of 1990, Section 504 of the Rehabilitation Act of 1973, as amended, and the U.S. Department of Transportation’s implementing regulations at 49 CFR Parts 27, 37, 38 and 39 • Chapter 8 covers Complementary Paratransit Service

  3. What is On-time, Early, and Late? • On-time – when a driver arrives at the pickup location within the established pickup window • Early – when a driver arrives before the established pickup window begins • Late – when a driver arrives after the end of the established pickup window

  4. On-time Performance Standards • The industry standard for on-time performance ranges between 90 and 96 percent and is tied to the pick-up window. The higher the OTP standard, the smaller the pick-up window. • Access’ pickup window is 20 minutes starting at the scheduled pickup time • Access’ on-time performance standard is 91% or better • Access validates the driver reported arrival time for each trip using vehicle GPS data to ensure arrival occurs at the correct time and location
