2. Overview Brief background on AER guidelines
Why change the guidelines?
Improvement process
Key improvements
Implementation Plan
Take home messages
3. Background AER required by tenement condition for projects operating = 2 yrs
Objectives of current guidelines
Report on mining & rehab. activities in past & next yr
Monitor performance
Assist in prep. of Completion Report after closure
Provide DMP with information for its State Reporting requirements (standard of env. management being achieved)
Guidelines last updated in 1996
4. Why change? Improve link between Mining Proposal and AER with regard to mine closure
Improve site summary (i.e. snapshot table)
Provide capacity for one report to cover all gov. agencies reporting requirements
Align rehabilitation summary table with DMPs bond policy to aid bond review process
5. Revised Objectives Concisely document activities for past & next yr
Encourage operators to conduct environmental risk analysis to promote continuous improvement
Assist operators in monitoring compliance and performance
Encourage operators to be prepared for closure through reviewing the status of rehabilitation & closure planning.
Provide basic information to DMP on the extent of mining operations in the State and standard of environmental management & closure planning being achieved
6. Improvement Process DMP EOs workshopped the guidelines
Timeline of project to conclude at GEMG
Minerals Branch team effort
Consultation on draft (~50 individuals contacted, key groups & DMP website)
Discussion of comments within Branch
Finalised guidelines & launch at GEMG
7. Key improvements Updated Agency names
Strengthened compliance reporting & added flexibility for a single report for gov. agencies
Added section on closure planning
Added rehabilitation stages to rehab. table (in line with DMP bond policy)
Tweaked data sheets (eg. added space for photos, improved layout, updated focus)
8. Compliance Need to audit performance against conditions & demonstrate compliance
Still need to document measures taken to prevent further non-compliance
Must address DMP requirements, can also include other agencies (multi-agency report)
Corporate endorsement required at bottom of checklist in AER
9. Closure planning AER will need to provide an update on the status of closure planning (preparedness):
Update legal obligations for closure
Consultation with stakeholders re. closure
Progress towards finalising closure criteria
Research to address knowledge gaps
Dont attach a Closure Plan to AER
10. Implementation plan Available on website by end of May 2010
Relevant for AERs due June 2011 ?
Tables available in EXCEL / WORD
Reporting compliance with outdated commitments need to discuss with DMP Senior EO for your region
Need to start preparations now DMP has factored in some lead time to assist change
11. Where to from here? Helpful feedback on guidelines welcome anytime
Hoping the guidelines have a positive effect & improve preparedness for mine closure
If having problems contact your regional EO
Consult other agencies if opting for multiagency report
12. Key take home messages AER must be concise and accurate
Demonstrate preparedness for closure
Provide a review of compliance with conditions & commitments
Provide synopsis of monitoring data
Multiagency ensure reporting dates aligned
Guidelines apply to AERs due June 2011 onwards
