  3. Why the OFO System The purpose OFO is to help identify Scares & Critical Skills & to ensure uniformity in naming occupations within & across sectors. DoL’s ESSA (Employment Services for South Africa) draws information for reporting on Scarce & Critical Skills from OFOs as reported on WSPs & ATRs from 2007 going forward.

  4. OFO Descriptors • Occupations are classified according to the functions performed in the occupation. E.g.132201 – Finance Manager • Description of functions: • Plans, organises, directs, controls and coordinates the financial and accounting activities within an organisation • Types of Finance Managers according to OFO: • Account Systems Manager • Budgeting Manager • Chief Accountant • Chief Financial Officer (CFO) • Finance Director • Financial Administrator • Financial Controller • Foreign Exchange Manager • Internal Revenue Controller • Revenue Assessment Manager • RevenueFraud & Prosecutions Manager etc.

Reporting on the INSETA SMS The following is an example of the OFO classification as reflected on the INSETA SMS: 1 Major Groups – Managers 13 Sub-Major Groups – Specialist Manager 132301 Occupations – Personnel/HR Manager The 6-digit level, i.e. Occupations, is the level that will be reported at in the WSP & ATR.
