Initial focus is on exercise support … JCASO – Typical OCS Tasks • Provide advice on policy; support Joint Program Management as required by Statute • JCASO maintain awareness of contractor personnel in a JOA (SPOT) • Provide Commander’s acquisition guidance to multiple components, coalition forces and other governmental agencies • Draft Frago’s and Warning Orders, recommend LOGSITREP requirements • Synchronize JOA OCS with outside JOA OCS, maximize efficiencies, minimize costs, enhance support and reduce competition for resources. • Participate in boards, centers and cells as required to advance the CCDR/JTF Commander’s intent. • Monitor LOGSITREPS • Answer OCS CCIR’s; Provide Reach-back • Not just joint OCS: Interagency and multinational OCS coordination

Austere Challenge 09 • EUCOM has a J4K (MAJ Ray Barben) • JCASO deploying 4 person OCS team to EUCOM HQ • Working under aegis of EUCOM J4 • Military (O-5) LNO to JTF OCS organization • 2 person Internal AAR team • JCASO providing OCS management to GCC • 409th CSB (COL Leisenring) providing OCS mgt to the JTF (JOA) • JCASO will monitor JARB, JCSB and JLB • Provide SPOT expertise • Answer GCC CCIR’s • Assist 409th w/coordination when requested • Provide reach-back support

6. Austere Challenge 09 OCS C2 • EUCOM requests JCASO OCS enabler • JCASO sends JOCST to EUCOM • EUCOM assigns JOCST to J4 • EUCOM builds “purple” staff element around PARC to act as JTF’s OCS expertise • JCASO • Reach-back capability

Terminal Fury 09 • PACOM does not have Contract Management Staff Officer • Coordinates Contracting through Pacific Contracting Working Group • PCWG lead by COL Jay Carlson (PACAF J7K) who is also the Senior Contracting Official (SCO) for PACOM • 413th Contracting Brigade to stand up in October 2009 • JCASO deploying 4 person OCS team to PACOM • Working under aegis of PACOM J4 • Physically at PACAF J7K • 2 person Internal AAR team • JCASO providing OCS management to GCC • SCO to form Joint OCS org and provide OCS mgt to the JTF (JOA) • JCASO will monitor JARB, JCSB and JLB • Provide SPOT expertise • Answer GCC CCIR’s • Assist SCO w/coordination when requested • Provide reachback support
