  3. Introduction • Radiation Protection Center (RSC) is a Regulatory Body that is charged with management functions in the field of radiation protection and security of sources as provided in legal acts. Radiation protection center

RPO: definition, function, duties • Radiation protection officermeans an individual who is technically competent in radiation protection matters relevant for a given type of practice to supervise or perform the implementation of the radiation protection arrangements (COUNCIL DIRECTIVE 2013/59/EURATOM) • RPO functions are enlisted in the order No. 90V of the director of RSC On Approval Of The Typical Functions And Rights Of Radiation Protection Officer (adopted December 20th2011). Sets general functions that are common to every practice. Order is currently under rewiev.

RPO: definition, function, duties • Ensuring that licensing conditions are followed during the operation; • Ensuring that work with radiation is carried out in accordance with the requirements of legal acts, procedures or work instructions; • Preparation and implementation of the radiation protection programme; • Supervise implementation of the programme for workplace monitoring; • Maintaining adequate records of all radiation sources and worker doses; • Carrying out periodic safety assessment; • Supervise implementation of the personal monitoring programme; • Supervise implementation of the health surveillance programme; • Providing new workers with an appropriate introduction to local rules, procedures and work instructions; • Preparation and implementation of emergency plan; • Information and training of exposed workers; • Providing reports to the license holder; • Liaising with the radiation protection expert and medical physics expert.

  8. RPO: requirements • Initial training must be performed before starting work; • Periodic training must be performed every 5 years; • Training must be organized by employer and performed by recognised training facility; • The training programme must be approved by RSC.

  9. RPO: mechanisms for designation / recognition • Registrants or licensees must provide the documents proving that RPO fulfils the education and training requirements. • If requirements are met RSC approves the RPO.

RPE: definition, function, duties • Radiationprotection expert means an individual having the knowledge, training and experience needed to give radiation protection advice in order to ensure the effective protection of individuals, and whose competence in this respect is recognized by the competent authority (COUNCIL DIRECTIVE 2013/59/EURATOM); • RPE functions are enlisted in Order of the Minister of health of Lithuania No. 1059 On Rules Of Recognision Of Radiation Protection Expert Exept The Recognition Of Radiation Protection Experts In Nuclear Energy Field (adoped October 1st 2018).

RPE: definition, function, duties • Give advise in the field of: • optimisation and establishment of appropriate dose constraints; • plans for new installations and the acceptance into service of new or modified radiation sources in relation to any engineering controls, design features, safety features and warning devices relevant to radiation protection; • categorisation of controlled and supervised areas; • classification of workers; • workplace and individual monitoring programmes and related personal dosimetry; • appropriate radiation monitoring instrumentation; • quality assurance; • environmental monitoring programme; • arrangements for radioactive waste management; • arrangements for prevention of accidents and incidents; • preparedness and response in emergency exposure situations; • training and retraining programmes for exposed workers; • investigation and analysis of accidents and incidents and appropriate remedial actions; • employment conditions for pregnant and breastfeeding workers; • preparation of appropriate documentation such as prior risk assessments and written procedures.

RPE: requirements • Higher university education or equivalent in area where person is going to recognized (x-ray diagnostics, nuclear medicine, radiotherapy, veterinary, industry, science & education); • work experience – more than 5 years in area where person isgoing to be recognized; • Candidate must prove that he has skils and knowladge which are enlisted in the anex of the Order of the Minister of Health No. 1059; • Recognition is valid for 5 years.

RPE: formal recognition • Basic requirements set in Law on radiation Protection art. 29 Recognition of Radiation Protection Expert • According the Order of the Minister of Health No. 1059 recognition is being done by Commision and is based on peer review of the documents provided by the applicants; • The Commission has not yet been established. The Commision work rules are being prepared.

  14. Conclusions / Comments The functions and duties are approved for both RPO & RPE; The RPE recognition is new process in Lithuania, so after careful gathering of experience it will be upgraded.
