Purpose of the RFS • Indiana statute IC-36-8-16.7-27(b) requires that the IN911 Board seek competitive bids from qualified vendors to provide integrated network services for the operation of the IN911 Network currently serving the PSAPs of Indiana. Indiana is currently served by an IP-based network known as IN911. • The purpose of this procurement is to ensure that at a minimum, the current services provided by the existing IN911 Network are continued and improved upon as technology, standards, and societal demands evolve. • The IN911 Board invites qualified vendors with documented expertise and experience to submit proposals to provide wireless E9-1-1 call delivery, i3 ESInet Network Services, reporting, monitoring, maintenance and support for the IN911 Network.

  5. RFS Goals and Objectives The services sought by this RFS include the following. The technical specifications provide greater details on respective requirements. • Wireless E911 call routing and reporting services • NG, i3 core functions and capabilities • ESInet network design, management, and operation services • Enterprise/State wide data collection and reporting services on all IN911 facilitated transactions • System and component level monitoring, alarming, diagnostics and reporting services • Logging and recording services • Disaster recovery and system restoration services • 24/7/365 Help desk, trouble ticketing and customer facing support services • 24/7/365 Network operations center (NOC) monitoring services • Installation, testing, maintenance and on-site support services • Project management services for the planning, design, testing, installation and operation of the system or systems

  6. About the Statewide 911 Board • The Statewide 911 Board was established to develop, implement, and oversee the statewide 911 system. Established by IC 36-8-16.7-24, it consists of a 13 member board and is chaired by the State Treasurer. • The Board is body corporate and politic (separate from the State) and serves an essential government function. • The Board oversees IN911,which operates as an Emergency Services Internetwork (ESInet) interconnecting the Public Safety Answering Points (PSAPs) in the State of Indiana.   7. Term of RFS • Contract Term • The term of the contract shall be for a period of six (6) years from the date of contract execution. There may be six (6) one-year renewals for a total of twelve (12) years at the Board’s option. Indiana Department of Administration

Technical Proposal(Attachment D) • Please use the Template we have provided for you and fill in yellow shaded text box after each of the ten sections with your response(s). • Where appropriate, supporting documentation may be referenced by a page and paragraph number. • Broad categories addressed include requirements for IN911 network, service and support, reporting, monitoring, testing and project planning (to name a few) Indiana Department of Administration

Cost Proposal(Attachment B) Two schedules (with detailed instructions): • Equipment and Implementation:Includes the Non-Recurring and one time charges for purchasing the equipment and facilities designed to provide the service functionality. Recurring (Monthly) Pricing: Includes monthly Administration and Operations of the system, and Project Management (as described in Section 12) charges for the duration of the projected implementation period. The Project Management charge shall encompass all costs associated with implementation of the system and is the only allowable charge prior to acceptance of the ESInet and first PSAP. Enter your recurring monthly charge for each of the technical proposal sections (sections 2 – 10) • System hosting: Post implementation from completion of statewide rollout to period ending two years from contract execution and optional extensions thereafter. Proposal Evaluation Process • All proposals will be evaluated using the following approach. • Step 1 • In this step proposals will be evaluated only against Criteria 1 to ensure that they adhere to Mandatory Requirements. Any proposals not meeting the Mandatory Requirements will be disqualified. • Step 2 • The proposals that meet the Mandatory Requirements will then be scored based on Criteria 2 ONLY. This scoring will have a maximum possible score of 60 points. All proposals will be ranked on the basis of their combined scores for Criteria 2 ONLY. This ranking will be used to create a “short list”. Any proposal not making the “short list” will not be considered for any further evaluation. • Step 2 may include one or more rounds of proposal discussions, oral presentations, clarifications, demonstrations, etc. focused on proposal elements. • Step 3 • The short-listed proposals will then be evaluated based on all the entire evaluation criteria outlined in the table above (cost).
