Examines issues raised in unresolved representations (summarised by PA) not individual reps or wider test of soundness Examines appropriateness and sufficiency of content of plan Seeks out information needed to reach conclusions on matters at hand Identifies any deficiencies in plan Recommends modifications or further actions Examinations - role of reporter

Examination outcomes • Outcome (1) • Ministers don’t expect reporters to have to recommend wholesale changes • If deficiencies identified, but has information or enough time to obtain it, reporter to recommend appropriate modifications • Outcome (2) • If serious policy omission/deficiency (e.g. inconsistent with NPF/SPP) can’t be resolved through examination – reporter to highlight deficiency in report • Recommendations made to remedy – e.g. early review of plan or produce supplementary guidance
