  4. Agenda Item 3: The Clean Power for Transport Package • The EC will share information on the Clean Power for Transport Package which includes strategies and framework for alternative fuels and corresponding infrastructure. The PAC is invited to spread this information

Agenda Item 4: The Urban Mobility Package • APUM Evaluation… • SUMP existence and impact mapping exercise… • PAC Statement…EC support for SUMPs will help accelerate their broader take-up “by giving strength and added value to the initiatives developed by the cities.” EU funding for urban transport projects ought to be linked to SUMPs. SUMPs need to find their way into the mainstream transport and urban planning “domain.” • Next Steps? A communication? Further guidelines? A strategy? Conditionality? Legal Text?

Agenda Item 5 (& 8): What future for the PAC? • Currently the PAC acts as the CIVITAS steering group. • Members participate in a personal capacity, identify policy priorities and give recommendations. • In its last two terms it has delivered three statements (The Future of Research and Demonstration within CIVITAS; The Future of Transport;and The Future Development of the Urban Dimension of Transport). • Yet it struggles to maintain member participation • Where and how should the PAC fit into CIVITAS in the future?

Agenda Item 5: What future for the PAC? • 72 Surveyed CIVITAS Cities (20% non-demo) said…. • The PAC enabled them to have some influence on EU-level policies (2.5/5, where ‘5’ was very much) • “It’s not very clear what the position is of the PAC. It is necessary that it can influence the EC” (Jose Maria Diez during the Focus Group) • “Could a PAC summary be sent to MEPs to make a link with other things that are on the radar of the EC?” (Helen Holland, Councillor, Bristol and VIVALDI) Report Conclusions: • Reinforce the PAC with an official election and mandate the chair as President so as to give the PAC more visibility Last PACs Conclusions: • “Yes” agree several members, but Gerhard Ablasser reminds us that city participation within CIVITAS is often down to a single person who can easily be ‘lost’ when switched to another department.

Agenda Item 8: Call for new PAC Members • Typically… • A new call for expressions of interest together with bios and photos will be issued in May and be open till June • All can apply by presenting their candidacy • Regardless of the number of mandates served, existing PAC members can reapply (only the Chair can serve once) • In July the Secretariat will confer with the EC who will accept/reject applications • Following member confirmation, bios and photos will be uploaded

  16. AOB CIVITAS Benefits Survey Completed with ‘Non-demonstration city’s viewpoints • Money and funding remains the most important factor to get or not get actively involved in CIVITAS. This included traveling to Forum conferences, trainings and workshops, but also to implement ideas, measures learned from the CIVITAS initiative • There is a need for direct, targeted and specific information on CIVITAS (including its added value) for use locally to motivate politicians and technicians to see the added value of CIVITAS and get actively involved Next (new) PAC Meeting • Brest, France, 30th September with handover to new PAC Secretary
