  2. Why are we here? • Foundations – national body for home improvement agencies and handyperson services. • Market engagement events are an opportunity to come face to face with commissioners – before a tender is published. • Encourage competition and innovation

  3. Handyperson services – simple solutions to complex problems • From fitting a light-bulb to de-cluttering • Small interventions – massive impact

Handyperson Service – National Coverage • Difficult to assess as many services are fully commercial concerns, and as such not ‘recognised’ by Foundations, (operating with a social remit). • Buoyant sector - handyperson services have survived where HIAs have been decommissioned. • Becoming of increasing interest to health commissioners for reasons of re-ablement / hospital discharge.

National Handyperson Service Survey (2011) • 65% of services make a charge for their service • 35% offer a free service (fully subsidised) • Average national hourly rate = £13.40 (lowest £5, highest £48) • 56% do not charge VAT • 8% operate on a full-cost recovery basis • 8 Handyperson services nationally use a flat fee approach, ranging from £5.00 to £60.00, 3 services reported that they used other charging systems, generally related to schedules of rates associated with installing disability equipment. • 86% of Handypersons provide materials at cost. The remainder provide materials free.

Commissioning Models • Most commonly commissioned in conjunction with HIAs as part of a single contract..... • Although some exceptions – Salford, Derbyshire....and Bradford! • Typical three-year contracts with two-year extension options. • Increasing health funding / interest (Project Duffy, FILT Warm Homes Service). • Increasing use of service user involvement in commissioning process.

Operational Models • Most typically employ handypersons directly..... • .....Although some sub-contract 100% of jobs to contractors (Leeds, Lincolnshire). • Most operate leased / purchased vehicles...... • .....Although some utilise handyperson’s own vehicle... • .....fewer are provided with vehicles by commissioner, or other (fire service etc)

  11. Handyperson Benefit Realisation Toolkit • Commissioned by DCLG • Revised and Re-launched this month (April 2013) • Allows the ‘costed benefits’ of handyperson service interventions to be modelled. • Very robust research methodology – accepted by HM Treasury and Department of Health.
