  1. Wind Energy: the Argentinean case by Guillermo García (National University of Río Cuarto and CONICET, Argentina) 1

  2. Guillermo Oscar García • (Electrical and Electronic Engineer, MSc. And Dr. in Electrical Engineering) • Researcher at the National Research Council (CONICET), Argentina • Full Prof. at the National University of Río Cuarto (UNRC), Argentina 2

  3. Grupo de Electrónica Aplicada Facultad de Ingeniería Universidad Nacional de Río Cuarto Ruta Nacional #36, km 601 (5800) Río Cuarto - Argentina Tel. & Fax GEA: +54-358-467-6255 Tel. & Fax FI: +54-358-4676246 E-mail: g.garcia@ieee.org Web page: http://gea.ing.unrc.edu.ar

  4. Starting with the wind resources…

  5. Patagonia Region 2.000 km long 1.200 km wide calculated potential >200.000 MW

  6. Are we using this energy?

  7. There were some small demonstrative systems spreaded out around the country until 2010

  8. Representing "almost nothing" ...

  9. The startup: June 2010 (the government approved the installation of 800 MW guaranteeing the price of the energy that will be generated) http://energia3.mecon.gov.ar/contenidos/verpagina.php?idpagina=3291 En Argentina?

  10. En Argentina? Prices of the renewable energy in Argentina June 2010

  11. This triggered new wind farms proposals Starting working: Under construction: Total Penetration: 07%

  12. New projects are coming in Patagonia

  13. And in other places

  14. ACTIVE COMPANIES IN HIGH POWER • IMPSA WIND (the most successful, R & D, Own proprietary technology and German technology) http://www.impsa.com/ Is producing a 1.5 and 2,1 MW machine. • NRG PATAGONIA (Technology Integration) http://www.nrgpatagonia.com/ Is certifying a 1.5 MW machine • INVAP (R & D and Technology Integration) http://www.invap.com.ar/ Is planning a 1.5 MW machine

  15. Permanent magnet generator Direct drive Full converter echnology

  16. Technologia that is being offered worldwide, mainly in Latin America

  17. ACTIVE COMPANIES IN LOW POWER The market for small wind turbines in Argentina is very interesting, it can be for example cited the international public tender for the "provision, installation, commissioning and maintenance of 1500 residential wind systems" in the Province of Chubut, in the framework of the Renewable Energy in Rural Markets Program (PERMER). There are several companies, but just to cited as examples: • INVAP (Own technology) http://www.invap.com.ar/ produces 4.5 kW turbine • Giacobone SA (Own technology) http://www.giacobone.com/ Producing equipment 0.8, 1.0 and 1.2 kW.

  18. ACTIVE RESEARCH GROUPS AND RESEARCH TOPICS • Regional Centre for Wind Energy (CREE) http://organismos.chubut.gov.ar/cree/ Chubut Province Developed the Argentinean wind resources atlas; complete wind projects, quality certification, among other (Dr. Héctor Mattio; mail@eeolica.com.ar ) • Laboratory of Industrial Electronics, Control and Instrumentation (LEICI-UNLP) http://www.ing.unlp.edu.ar/leici/ Department of Electrical Engineering, National University of La Plata (UNLP) Control strategies for wind generators (Dr. Ing. Ricardo Mantz; mantz@ing.unlp.edu.ar ) Power Electronics (Dra. Ing. María Valla; m.i.valla@ieee.org )

  19. ACTIVE RESEARCH GROUPS AND RESEARCH TOPICS • Institute of Electrical Engineering (IEE-UNSJ) Department of Electrical Engineering, National University of San Juan Power Electronics and integration with the Grid (Dr. Ing. Pedro Mercado; pmercado@iee.unsj.edu.ar ) • Department of Mechanical Engineering (UNC) National University of Córdoba Developing Nonlinear Models for Aero-servo-elastic Behavior of Large Wind Turbines (Dr. Ing. Sergio Preidikmanspreidik@umd.edu ) • Applied Electronics Group (GEA-UNRC) Department of Electrical and Electronics Engineering; National University of Río Cuarto Wind generator technologies, power electronics, integration with the grid, development of prototypes (Dr. Ing. Guillermo García; g.garcia@iee.org )

  20. ACTIVE RESEARCH GROUPS AND RESEARCH TOPICS • Instrumentation and Control Laboratory (LIC-UNMP) Department of Electronics; National University Mar del Plata power electronics, integration with the grid, development of prototypes (Dr. Ing. Daniel Carrica; carrica@ieee.org ) • There are many other research groups (LIC-UNMdelP, UTN, etc.) but less active (lower production). • There is a report of the Ministry of Science and Technology, but not complete, on this matter.

  21. As an example: R & D in GEA-UNRC Electric and hybrid vehicles PowerElectronicsApplications Wind generator technologies Detection and diagnosis of faults in electric drives 22

  22. An experimental platform to test different technologies: 5 kW wind generator prototype C 23 Grupo de Electrónica Aplicada - UNRC

  23. Under development: 30 kW hybrid system, wind diesel, prototype (Cooperation between university and industry) INVAP Ingeniería S.A. (IISA) Grupo de Electrónica Aplicada (GEA), UNRC Programa Especial de Energía y Transporte (PET), MinCyT

  24. PRIORITIES IN ARGENTINA (in my opinion) • Human resources training. • Exchange and integration between companies, research centers and universities. • Implement a “Technical Education Program” for politicians, that usually decide without considering real technical issues.
