In 1891, New Hampshire adopted a dog licensing statute.
Presumably, the intent of the license was to register the
ownership and liability of dog owners in case of personal
injury or damaged property, livestock or other domestic
creatures. It is also reasonable to assume that because
the earliest paper dog licenses had very detailed
descriptions of the symptoms of hydrophobia, which is
apparent in dogs during the later stages of the rabies
disease; that the Legislature was concerned with rabies
within the dog population. These objectives of the licensing
requirement for dogs are still valid today.
What has changed over the years is the administrative obligations that
go along with dog licensing, along with the sheer number of dogs and
dog owners that are moving in and out of our communities. Many
Town and City Clerks have come to realize that the administration of
these requirements – to the point of the civil forfeitures – can often
results in very agitated dog owners and generally poor public relations
with their community.
Perhaps one of the more frustrating aspects of this process is when
the Clerk does not receive the necessary cooperation from their Police
Department to carry forward with the enforcement components of the
law. Our advice would be to fulfill your obligations under the Statute
and continue to educate your local governing body and/or your Police
Department about the important role that they play in the registration
process and the safeguard against rabies incidents.

(The State – Dept of Agriculture usually sends out in April of each year to Clerks a invoice asking for information on how many dogs were issued that you collected the $2.00 for and how many dogs were issued that you collected the $.50 for. The total dogs will be different per fees charged – You should have received this by now and it is due by May 15th.)
* 466:39 City or Town Bylaws. Such bylaws and regulations shall relate only to dogs owned or kept in such city or town, and the annual fee required for a license shall in no case be more than $1 in addition to the sum herein provided.

Our records indicate that you own or keep a dog which has not been licensed as required by RSA 466:1. Pursuant to RSA 466:13 you are
hereby required to pay a $25 civil forfeiture to the City Clerk’s Office (located at City Hall, 229 Main Street, Nashua) within 15 calendar
days of the notice is given. The City Clerk’s Office hours are Monday through Friday, excluding holidays, from 8:00 a.m. until 5:00 p.m.
Any person who fails to pay the forfeiture within the allotted time will be issued a Summons to appear before the Nashua District Court where the
case may be disposed of as a violation with a fine not to exceed $50. A forfeiture shall not relieve the owner or keeper of the requirement of
proper licensing of the dog as required by RSA 466:1 (RSA 466:13).
At the time that the forfeiture is paid to the City Clerk’s Office, you will also be required to purchase license(s) for the dog(s) for 2009 – 2010.
Pursuant to RSA 466:1-a and 466:4, a current rabies vaccination and a certificate stating that the dog(s) has/have been altered (if appropriate)
will be required when obtaining the license. The required documentation can be obtained through your veterinarian.
