  4. Mandate The Broadcasting Division exists in order to regulate broadcasting and for that purpose to: • promote the provision of a diverse range of sound and television broadcasting services on a national, regional and local level, which, when viewed collectively, cater for all language and cultural groups and provide entertainment, education and information. • promote the development of public, commercial and community broadcasting services which are responsive to the needs of the public. • ensuring fair competition between broadcasting licensees. • encouragement of investment in the broadcasting industry.

  5. Strategic Objectives • Encouraging economic growth and investment • Developing programmes to address the dual economy • First Economy and Secondary Economy • promoting job creation • Addressing the objective of Poverty Alleviation • Ensuring affordability of services.

Past Achievements • Position Paper and Regulations on Ownership and Control of Broadcasting Services and Existing Commercial Sound Broadcasting Licences • Recommendations to be tabled in Parliament to amend sections 48, and 50 of the IBA Act, which will allow regulated consolidation in the industry and encourage foreign investment • HDI definition to analyse ownership and empowerment issues • Licensing of 7 new commercial sound broadcasters over next two years, increasing number of commercial sound broadcasting licenses from 13 to 23

  7. Past Achievements • Position Paper and Regulations on Sports Broadcasting Rights • National sporting events on list cannot be acquired exclusively by subscription broadcasters and must be flighted on free-to-air television • Position Paper and Regulation on Low Power Sound Broadcasting.

  8. Past Achievements • Position Paper and Regulations on Regional and Local Television • Public regional television licensing framework.

Past Achievements Satellite Broadcasting • ICASA received and granted applications for permission to broadcast and provide signal distribution of Sentech, Worldspace, Orbicom, Multichoice, Deukom Broadcasting and Commutanet. • Publication of the Position Paper on Low Power Sound Broadcasting. Nail-Tiso • The Authority decided that the Nail-Tiso application be granted without a hearing. Tiso Consortium can proceed with phase two of the Nail transaction.

  10. Past Achievements SABC • Three television services and 17 sound broadcasting services of the SABC were renewed. The Authority’s reasons for the decisions taken are available on the website www.icasa.org.za and at the Authority’s Library. Election 2004 • The Authority monitored Party Election Broadcasts, Political Advertisements, Public Service Announcements, News Bulletins, Current Affairs and Special Election Broadcasts. The Authority monitored 44 502 items throughout the election period

Challenges • Developing of policy on Children’s and Women’s programming to ensure that this sector of the populations needs are being met in terms of entertainment and educational programming. • Development of a regulatory framework to support and implement the DoC Strategy for Digital Migration and accommodate new digital broadcasting services • Licensing of subscription broadcasting services • Licensing of community TV • Licensing of community sound broadcasters including the Nodal Points • Licensing of low power sound broadcasting services
