Process: Review of position descriptions Review of individual qualifications, job experience Comparisons against similar positions in municipal and public agencies Refined comparisons, examining job scope and complexity (subjective) Comparisons against private sector positions, when logical equivalency could be established

Ad Hoc Committee Assets: Private sector Corporate Vice President, major staffing and recruiting firm Recruiting / salary assessment expertise Private sector Chief Operating Officer Former Vice President, Director of Human Resources Large and small corporation hiring and salary assessments Pastor, skilled in objective evaluation Public and Private Sector BOD Member Private sector Corporate Officer Public sector Audit & Comp Committees Union and Non-union salary & pension review Contributions and support from: City Manager City Attorney’s Office Director of Human Resources City Clerk

Conclusions: Evaluated 13 senior positions occupied by 12 individuals Assessment: Compensation for each position was fair and reasonable evaluated against: Comparable cities and municipal agencies Private sector positions, when applicable The personnel assigned to each position, based on job scope and experience, offered appropriate skills for the positions assigned
