  1. PPAS/POLS 3190Winter Term Week 1

  2. Mid-term makeup exam • To be held: Monday January 9 7-10 PM (be there by 6:45) in Chemistry Building 115. • I have emailed students that missed the exam in December. Proper documentation is required to write the makeup exam.

  3. Lecture and Tutorial Format Starting with week 2 of the term, we will work with a revised format for the class. • Each week we will have a lecture for approximately 90 minutes (attendance will be taken). • Followed by a break of approximately 15 minutes. • Then we will reconvene with a discussion group or tutorial comprised of half of the class for approximately 45 minutes to an hour.

  4. Section C: Tutorial Groups • The class will be divided into two groups. • Group 1: Last names starting with A to Kal (page 1 of the attendance sheet). • Group 2: Last names starting with Kaz to Z (page 2 of the attendance sheet).

  5. Tutorial Group Schedule • We will alternate groups each week, starting with group 1 on week 2 of the course. • No groups will be held on the last week of the course.

  7. Tutorial Group Format • Each tutorial group will have less than 30 students. • In each tutorial group we will discuss the course readings. Students should come to the tutorial prepared to discuss the course materials and the weekly topic. • Attendance will be taken each tutorial. Students may only attend their assigned tutorial. • Class participation (over the entire course) is worth 20% of the final grade.

  8. Winter Term: Course Outline • An interim course outline for the winter term has been posted on the course website. It will be further updated soon. • The basic format is that we will be reading and analyzing the two course textbooks: Loxley, Public Services, Private Profits Dutil et al., The Service State supplemented byadditional required readings.

  9. Public-Private Partnerships (P3s) The first book we will using is: Loxley, John and Salim Loxley. 2010. Public Service, Private Profits: The Political Economy of Public-Private Partnerships in Canada. Halifax: Fernwood. Some additional resources on P3s have been posted on the course website under the “Resources” tab. These will also be updated though the term.

  10. Public-Private Partnerships (P3s) Discussion questions for tutorials: • What are P3s? • Why have P3s emerged as a common feature in Canada? • Who are the main players in the debate over P3s in Canada? • What are the main arguments for and against P3s?
