Acronyms • AHPP -- Alaska Highway Pipeline Project • The broad term referring to the pipeline route from Prudhoe Bay to the B.C./Alberta border • ANGTS -- Alaska Natural Gas Transportation System • Foothills Pipe Lines certificated route for the delivery of North Slope gas to the Lower 48 states • ANGTA -- Alaska Natural Gas Transportation Act • The U.S. legislation passed in 1976 to expedite the building of the Alaska Highway Pipeline • NPA -- Northern Pipeline Act • The Canadian counterpart to ANGTA • ANNGTC -- Alaska Northwest Natural Gas Transportation Company • The company, owned by Foothills and TransCanada PipeLines, that holds the pipeline permits in Alaska

Who is Foothills? • Canadian sponsor of Alaska Highway Pipeline Project and partner in the Alaska segment • Privately held corporation owned by TransCanada PipeLines and Westcoast Energy • Owns and operates the Prebuild portions of the AHPP in Canada • Prebuild currently delivers 3.3 Bcf/d of natural gas to United States • Active in developing northern pipeline projects since 1970s

The Alaska Highway Pipeline Project is Ready Today • Approvals and Certificates in place • Right-of-way largely acquired • Extensive field testing and technology work • Computerized Soils Database • Technical and Environmental Plans filed with FERC and NEB • Tariffs filed with FERC and NEB Foothills and its shareholders have invested time, money and considerable effort to keep the Alaska Highway Pipeline in an advanced state of readiness.

  6. ANGTS Flexible Framework • The ANGTA/NPA framework provides an existing, tested and accepted framework for expediting the delivery of Alaskan gas to the Lower 48 • Canada has repeatedly reaffirmed its intention to fulfill its commitments reflected in the ANGTA/NPA framework • The ANGTA/NPA framework allows for updates to the existing U.S. and Canadian regulatory framework to modify the project, including required shipping capacity, and the use of updated technology • The AHPP sponsors are committed to working with producers and other potential shippers to develop a project that achieves the commercial and economic objectives of all parties

ANGTS Timing • ANNGTC/Foothills was selected by the United States and Canada to construct and operate the AHPP and have secured the following: • ROW on Federal Lands in Alaska • Advanced ROW Acquisition on Alaska State Lands • FERC Certificate • NEB Certificate • U.S. Corps 404 Permits • Yukon Grant of Easement • British Columbia Map Reserve
