  4. Introduction • Current and pending legislation and regulations regarding service members, veterans & dependents from the Department of Veteran Affairs, Department of Defense, federal and state governments • Efforts to define and regulate “veteran friendliness”

  5. Topics of Discussion • Executive Order: Principles of Excellence • Department of Defense (DOD) Memorandum of Understanding • State Legislation • Federal Legislation

  6. Executive Order 13607: Establishing Principles of Excellence for Educational Institutions Serving Service Members, Veterans, Spouses, and Family Members -Signed April 27, 2012 • “Financial Aid Shopping Sheet”: provide Students with a personalized form covering the total cost (program costs, student debt estimates, Federal financial aid options) of an educational program prior to enrollment. • Provide educational plans for all military and veteran education beneficiaries • End fraudulent and aggressive recruiting techniques and misrepresentation

EO Principles of Excellence • Provide accommodations for service members and reservists absent due to service requirements • Designate a point of contact for academic and financial advising • Ensure accreditation of all new programs prior to enrolling students • Align institutional refund policies with those under Title IV

EO Principles of Excellence Current Status -VAinstructed institutions to sign by August 1, 2012 -There is no punitive action taken for institutions who have not signed - List of institutions that have signed: http://www.gibill.va.gov/resources/education_resources/Principles_of_excellence/poe_list_2012.html

  9. DOD Memorandum of Understanding • Governs institutions who wish to participate in the military’s Tuition Assistance program. • Version 1 available to sign in 2011 at www.dodmou.com but no penalty for schools who did not

DOD Memorandum of Understanding • School must be accredited -- regionally or nationally • Must agree to “adhere to” the Servicemembers Opportunity College Principles and Military Student Bill of Rights • Must recognize, accept and award credit for military training where appropriate • Must agree to participate in Military Voluntary Education Review process

  11. DOD Memorandum of Understanding • Must charge a single tuition rate for military members regardless of service branch • Must disclose policies and procedures • Must provide evaluated education plan for students

DOD Memorandum of Understanding • Lots of questions about original language; ACE and others working with DOD • Clarifications at www.dodmou.com • V2 will incorporate clarifications and have 2 tracks, depending on Servicemembers Opportunity College membership status • If signed V1, do not have to sign V2

  13. DOD Memorandum of Understanding • V3 is coming in Spring 2013 • Will incorporate the Principles Of Excellence from EO 13607 • Will be mandatory in order to continue to receive FTA

State Legislation • HB 1116: Military Education & Training -enacted July 1, 2012 Requires a state educational institution to award educational credit for courses that: (1) are part of the individual's military service; (2) meet the standards of ACE for awarding academic credit; and (3) meet the state educational institution's role, scope, and mission.

  15. HB 1230: Combat to College Programintroduced/ active Requires a state educational institution to provide: (1) a centralized location for admissions, registration, and financial administration services for veteran students; (2) reasonable accommodations for disabled veteran students at a state educational institution's fitness facility; (3) academic guidance specifically to veteran students; (4) access to counseling services or resources to veteran students who are disabled or suffering from post traumatic stress disorder; and

  16. HB 1230: Combat to College Program (5) job search programs designed for veteran students; (6) a program coordinator; (7) a hiring preference policy for veteran students; (8) postsecondary credit for military training in accordance with the American Council of Education recommendations.

HB 1025: Resident tuition (Veterans) introduced/ active Provides that Indiana veterans are eligible for the resident tuition rate for undergraduate courses upon enrolling at a state educational institution not later than 12 months after their separation from the United States armed forces. -HB 1368:Resident tuition (Spouses/ Dependents)

  18. Federal Legislation • S2241: Requires very detailed and disaggregated data reporting by schools; emphasis on consumer protection for veterans and military members • HR4057: similar to S2241 but less specific, directs VA to consolidate much data that is already reported elsewhere • Both cover areas already in POE
