Legislation Update • Assembly Bill (AB) 124 (Fuentes) requires the establishment ofan advisory committee to align the English language development (ELD) standards to the Common Core State Standards in English-language arts • Once ELD standards are revised, the following must occur: • Develop new CELDT Blueprints • Align the CELDT to the new standards • Conduct item writing, pilot testing, and rubric development • Develop new test forms by grade/grade spans aligned to the revised ELD standards • Conduct a standard setting for all grades

Legislation Update (Cont.) • Senate Bill (SB) 753 (Padilla) requires a school district to annually assess students upon 55% of the instructional year through July 1. • Initial assessment upon enrollment • If outside AA window, use prior year’s test • If inside AA window, use current year’s test • CELDT scoring process changes to allow “banking” of domain scores of early advanced or advanced depending on grade span

STOT 2011 Summary • 15 STOT workshops statewide with 1,475 attendees from 776 districts/independent charters • County offices of education and school districts hosted workshops and provided meeting space for 10 of the 15 workshops • 27 regional workshops trained 477 attendees from an additional 101 districts

STOT 2011 Summary (Cont.) • Online resources were expanded and the number of Moodle user accounts more than doubled in 2011 • SCOE provided materials for the regional workshops/trainings on a cost recovery basis, filling 104 orders for 2,345 Trainer’s Kit binders • Schedule for fifteen 2012–13 workshops pending new contract award • Workshops will most likely begin in mid April

Reporting Updates • Kindergarten (K)–1 Early Literacy Report • Education Code 60810 requires thatthe report will contain information on the: • administration of the K–1 early literacy assessment results (3 years of data) • administrative process. • Due to Legislature January 1, 2013 • English Only (EO) study findings and recommendations • Satisfaction Survey • Purpose: To assess satisfaction with the K–1 assessments • Online survey to be completed by teachers, administrators, and CELDT Coordinators

Separation of K–1 • Reasons • K performance is clearly different than grade one performance • K–1 reading and writing test functions as two separate tests • Aligns to Common Core State Standards in English-language arts that contain separate K standards • Benefits • Allows for directions and test questions that are better suited for four and five year olds • Developmentally appropriate test questions • Design directions for Transitional K/K

Key Dates • January 2012 — New CELDT Contract starts • February 2012 — 2011–12 CELDT Data Review Module (DRM) begins • March 2012 — DRM ends • April 2012 — 2012–13 CELDT STOT workshops begin • May 2012 — Release of the 2011–12 CELDT AA results • June 2012 — Posting of the preliminary 2011–12 Title III Accountability Reports and Information Guide • July 1, 2012 — 2012–13 CELDT AA and IA windows open 13
