Preamble • SANTACO was founded after government intensive consultative process with taxi operators countrywide in a move to have an umbrella body governing the industry and act as the principal mouthpiece for taxis. • This was guided by the National Taxi Task Team recommendations of 1996 which rested on three pillars of formalization, regulation and empowerment under the auspices of one taxi body as SATACO was not seen as inclusively representative. • The National Conference Preparatory Committee (NCPC) was consequently formed to facilitate a national conference to initiate a new body with elections conducted at local, regional and provincial levels. • In September 2001 SANTACO was formally established and remains the principal representative body of the Taxi Industry in South Africa. • In line with its mandate, SANTACO adopted President’s AJ Mthembu’s vision and strategy to transform and empower the Industry called the TR3 2020 in 2010 at their Elective Conference in May.

  4. Acknowledgements • The TR3 2020 is the brain child of the President of SANTACO, Mr A. J. Mthembu and it has been consolidated to articulate his vision of transformation for the Taxi Industry in South Africa. • The NEC and MANCO of SANTACO bought into the President’s vision and at the 3rd Elective Conference in May 2010, the delegates adopted the vision and the Strategy to take SANTACO forward and mandated the leadership to ensure implementation of the TR3 2020 strategy.

Change principles • Albert Einstein – the significant problems we face cannot be solved at the same level of thinking we were when we created them • One step at a time is good walking, even if we are climbing the highest mountain • Thinking well is wise, Planning well is wiser, but Doing well is wisest and best of all!

The Hlokomela Campaign • One of the areas of focus within the recently launched strategy is Customer Care • HLOKOMELA is a component of Customer care and it includes Road Safety and Social Responsibility projects • Hlokomela is therefore a response from SANTACO and the Taxi Industry to try to reduce and eliminate unnecessary road accident and to show love and care for the community through various social programmes.

Key Objectives of Hlokomela • To reduce the road accidents through checking and monitoring of Taxi vehicles at different check points. • To give the commuters confidence of the commitment to provide the best service which is safe, efficient, reliable and affordable • To provide a support mechanism for drivers in case they have challenges during the journey. • To work hand in hand with traffic official to promote road safety and to eliminate bad elements and improper conduct from our Taxi drivers and operators. • To create a mechanism to receive and also to provide feedback to the commuter on their experience of the journey and the conduct of drivers especially in long distance route. • To establish a culture of compliance to road safety and compliance to the traffic laws especially the speed limit. • To create a feedback system to the drivers and operators so that good behaviour can be rewarded and to discourage behaviour through naming and shaming and other punitive measures.

Key Elements of Hlokomela • Vehicle Inspection at the Ranks • Driver Condition monitoring • Registration of Driver and commuter details and cell phone numbers for monitoring, feedback and follow up • Check point action on major routes • Call Center and co-ordination information • Driver Support in case of emergency • Monitoring and feedback to passengers and other stakeholders • Engagement with Traffic Official

SANTACO response to the challenges faced by the community and its contribution to the development and upliftment of the different segments of the community. • Westville Prison Project is the Flagship project which has been elevated to be a Presidential project. Key elements • Social stability and development • Reconciliation and Forgiveness • Mending and restoration of relationships • Rehabilitation of characters • Promotion of productive engagements • Skills development • Opportunity for useful employment within the industry

Training Academy • To provide a platform for the advancement of critical skills within the Taxi industry • To develop a pool of resources and personnel that are competent and professional in executing their functions at all operational levels • To improve service delivery and create a customer orientated service within the transport industry • To strengthen the implementation of the TR3 2020 strategy and ensure that its intended outcomes are achieved • To provide the basis for empowerment and sustainability within the Taxi Industry • To improve and deepen the level of understanding and capacity for policy, business and operational procedures • To create employment opportunities for various segments of the community within the transport industry, especially women

Training Approach • The training approach that will be adopted by the academy will encompass both theory and practice. • Co-operation will be developed sustained with relevant agencies to provide practical training on specific areas. • Training programmes will be customized in order to reflect and address the needs of each target group. • Basic skills which focus on the change in behavioral patterns e.g. courtesy, respect and good manners. • Usage of a mobile units to bring learning to the ranks and where it would be most convenient for the operators and drivers • Conduct training using participatory methodologies, simulation and practical models to ensure better understanding and interest.

Target Areas and Groups • Leadership and Management • Admin and operational staff • Bus drivers and bus owners • Taxi drivers and taxi owners • Truck drivers and truck owners • Rank managers and marshals • Taxi structures at all levels and Co-operatives • Drivers license for grade 12 learners • General public on public awareness

Enterprise development & Empowerment • Corporatisation and the development of Co-operatives to explore the value chain within the Industry at a local level and empower local communities. • Contracts negotiations and set aside within the Bus tenders contracts • Development of a proposal to launch a low cost option for flights to carry previously disadvantaged groups mainly within the Taxi Industry’s Market, Fly Standby and SANTACO Express. Presently in negotiations with SAA for allocation of distressed stock. • Exploring energy supply options for the industry which will provide a benefit for the members both at the cost level and equity ownership. • Piloting an EMS system to improve the efficiency in the collection of fares and running Taxi Business operations.

Strategic Interventions • Support for the TR3 2020 and the transformation agenda within the Taxi Industry • Assist in unlocking legislative barriers to effective empowerment of the Taxi Industry • Positively influence government to consider the Taxi Industry in the allocation of resources and subsidies and improve consistency from Province to Province. • The Taxi Industry remains the only truly black and broad based industry within the transport sector and assistance is required for the Industry to be considered for BBBEE transaction in all government initiatives in the transport sector e.g. Bus contracts , rail, aviation etc. • Become the voice of the most marginalised grouping within the transport sector and effect and mind shift in dealing with the challenges facing the Taxi Industry.
