  2. The Chinese model on interaction-innovated System of Industry-Government-University (IGU) A Case Study on Institute of Su-Qian Facilities Horticulture, NAU

  3. Contents • 1. Background • 2. The System Structure of IGU in China • 3. The Practice of IGU in NAU • 4. The Case Study on Institute of Su-Qian Facilities Horticulture (ISFH), NAU • 5. Conclusions

  4. 2013年中国和发达国家农业科技贡献率/% (新华网,2014年1月9日) The contribution rate made by the advances of Agricultural Scientific Technology in China and developed countries (Source: China Xinhua net, 2014) New plant varieties Patent Percentage of intellectual property in Scientific and educational institutions,2011(/%) (Source: China Science Daily, 2014) 1. Background China developed countries ■ The contribution rate made by the advances of agricultural scientific technology in China is rather low, as compared to the advanced countries. ■ However, the scientific community of China does embrace abundant outcomes and innovative resources.

  5. ■ A mediator is needed between the farmer-agribusiness and the agricultural university Mediator Farmer-Agribusiness Scientific community Government ■ The government plays the role ■ The Chinese model of interaction-innovated system of IGU

  6. 2. The System Structure of IGU in China ●Industry:Agribusiness/Farmer Propose Requirement ●Government:Platform-constructed / the Industry Research Institute (IRI) Setting ●University:Contributing the Service of R&D and Personnel Training

  7. Multi- DemonstrationBase Distinctive Industrial Base Expert Workstation Agribusiness/Farmer 3. The Practice of IGU in NAU Institute of New Rural Development, NAU 3.1 Organizational Structure IRI Institute of New Rural Development, NAU was found in July 2012, Chinese vice premier Liu-yandong delivered the plaque.

  8. 3.2 The Platform Constructed Integrated Demonstration Bases: 6 Distinctive Industrial Bases: 11 Expert Workstations: 18

  9. 3.3 The Results of Operation ■ Over the Past 5 Years: Creating Fifty Billion Economic Benefits ■Creating the Innovation-Independent Capability ■Example of Yurun Group

  10. As a pioneer of low-temperature meat products in China, Yurun has ranked the first place in China for consecutively 15 years in the market share of low-temperature meat products. ● Increasing more than 10 billions per year ●More than 30 patents ●More than 10 national standards ●7 awards of scientific research achievement

  11. Case study on Institute of Su-Qian • Facilities Horticulture (ISFH) 4.1 Geographical Position and Competitive Advantages 光照充足 SuQian: Extremely Typical 无霜期短 The North of Jiangsu Province Area of Protected Horticulture Advantage The Middle of Jiangsu Province The South of Jiangsu Province

  12. Solar radiation is about 117 kcal / square centimeter • sunshine duration hours is 2271 per year. • Frost-free period is long with an average of 211 days per year. • The annual crop growing season is 310.5 days. • Thus, it is suitable for the development of facilities horticulture in Su-Qian city.

  13. GDP per capita and area of Jiangsu province,2013 4.2 Status of Social Development Land Area Ratio:52.97% Population Ratio:37.6% Per capita GDP Ratio:59.2% Area GDP Ratio:22.9% Northern Jiangsu is relatively poor. The development of high efficiency agriculture, with horticulture as its core, is an important way to promote the economics in this area. 14. 4.3 Technical Conditions ◆Do not have a good Technology-innovated Mechanism ◆Need to Develop a IRI to facilitate the Development of Agricultural Economics in North Jiangsu Numbers of application patents in each city of jiangsu province,2011 (Source:Jiangsu Intellectual Property Office)

  15. 4.4 The role of NAU in Agriculture Development of North Jiangsu ●An important supporting power in modern agri-technology ● Abundant techniques based on research are available to be used for agriculture development

  16. I G U Suqian people’s government Platform Agribusiness NAU Institute of Su-Qian Facilities Horticulture 4.5 The Setting of ISFH The principle of NAU (Professor Zhou Guanghong) and the city Mayor of Su-Qian (Miao Ruiling) funded the Institute of Su-Qian Facilities Horticulture in March 2011.

  17. 4.6 The organization and management US$ 5 Million for Research Equipments and Office by government Technological R&D and Personnel Training by the NAU Technology Transfer and Demonstrative Bases by Agribusiness Council made up by Government, University and Agribusiness to manage the Institute Academic Committee to select program

  18. 54 members: 4 professors, 5 associate professors, 12 doctoral students, and 33 mater students. Facilities horticulture innovation team led by Professor Guo Shirong

  19. 4 engineering technological research centers + 15 functional labs: to serve the purposes of developing new breed variety horticulture, technologies of highly efficiency, and R/D various equipment Graduate students, undergrad students, agri-people, and core members in industrial management The establish the technology transformation centers, industry alliance, and expert-service stations can fully utilize research outcomes, franchise, and advantage of experts, so that technology is well developed, promoted and utilized Technological R&D Technological Service Personnel Training 1 research base + 1 national specialized industry base + 29technological transfer demo-bases Base construction 4.7 The Main Achievements ◆The Platforms

  20. The Condition of Technological R&D The Organization of Technological Service Personnel Training

  21. ◆ Some progresses within the ISFH ○ Design and application of a new green houses for Su-Qian’s horticulture production Solar transmission rate increase of 18.6%; Outside/inside temperature difference increased by 3℃; Uutilizedin 200 ha in Su-Qian.

  22. ○ Established field gene bank for spinach, pumpkins and peaches Field gene bank for spinach,156 varieties Field gene bank for peaches,42 varieties Field gene bank for pumpkins,220 varieties

  23. ○ Extension of Integrated Pests Management for vegetable production ★ Formulated three local standards for greenhouse production; ★ Standardized techniques applied in more than 200 ha; ★The amount of chemical pesticide use reduced by 52%

  24. ○ Development of a technique for compost fermentation ★500000 cubic meters productsper year in a factory Fermentation Mixing and packing Products

  25. ○ with the new technology, new products and new model, the R&D capacity is significantly improved, and the local industry is upgraded ○ Year 2013: comparing to 2011, agri-patent is 158%higher, The income of demo-base increased 15.4%. Numbers of application and granted patents The income of demo-base(Million yuan/667 m2)

  26. Demonstrative Bases and Technology Transfer The Platform of R&D Key Technology 5. Conclusion ■Mechanism from research to extension has been developed through the integrated action of Industrial-Government-University. From the past three year practice, it has been proven to be successful model for Northern Jiangsu’s horticultural production.

  27. Local Research institutes (2) Extension station (2) R&D Alliance of Facilities Horticulture Testing ISFH Integration Training Small agribusiness (29) Consulting ■With the ISFH as core, local research institutes, extension stations and small agriculture businesses were integrated to form a alliance for better and sustainable horticulture production.
