WP 08: Italian Test CaseTest case objectivesTraining on Emergency procedures in a complex industrial area (SEVESO II class fixed installation) • emergency team components (intervention) • plant operators (actuation) • emergency manager (decision) • external authorities and rescue forces (coordination) • population (communication - perception) SYRECO

  2. ITALIAN CASE STUDYPonte S.Pietro (Filago) Area Bayer site SYRECO

  3. ITALIAN CASE STUDYPonte S.Pietro (Filago) Area SYRECO

  4. HAZARDS 10chemical plants in 4 km2 8 Seveso II class > 500 storage tanks 10,000 t flammable and toxic substances 1,600 / day trucks on the roads: 10% toxic 45% flammable 50 / daywagons (railway in next future) SYRECO

  5. HAZARDOUS MATERIALS Acrylonitrile, Acrylates, Butadiene, LPG, Ethylene Oxide Alcohol's, Toluene, Styrene Flammable Solvents, Cyanides, Isocyanate (MDI), Formic aldehyde, Phenol, Amine Pesticides Hazardouswastes (incinerator) SYRECO

  6. INDUSTRIAL AREA RISK ANALYSIS RESULTS REFERENCE ACCIDENT SCENARIOS AND CORRESPONDING IMPACT AREAS FIRES • large METHANOL storage aside the road: 50 m • sudden release of LGP, BUTADIENE and ETHYLENE OXYDE (FIREBALL): 450 - 900 m EXPLOSIONS • large release of LGP, BUTADIENE and ETHYLENE OXYDE (BLEVE) 300 - 400 m DISPERSIONS • ACRYLONITRILE, BUTADIENE, ETHYLENE OXIDE (TOXIC SPILL) 300 - 1000 m • PESTICIDES warehouse (FIRE and SMOKE):500 - 1500 m SYRECO

  7. BAYER Filago Site: CHEMICAL PLANT • PF Pesticides:mixing production and warehouse WAR (highly toxic, flammable and pollutant materials) • CC Aerosols(LPG storage and bottling as propellant in the cans) • KU Plastics compounds(melting and extrusion and storage of explosive powders: ABS) • KA (PolymerLatex) Synthetic latexfrom highly flammable, toxic and cancerogenos monomers • PK (PEMCO EMAILS) inorganic smelts and coatingsfrom toxic powders like nickel oxides, Oxygen burners) PF CC PF WAR. KA KU PK SYRECO

  8. WP8 ITALIAN TEST CASE LEARNING OBJECTS To improve teaching processes in implementing SEVESO II and Italian law (DM 16/03/1998) and fulfil its requirements, specifically related to workers training and external stakeholders information on industrial accidents scenario for: - emergency managers (site and authorities) - plant operators and emergency team components - population SYRECO

  9. WP8 ITALIAN TEST CASE LAWS AND REGULATIONS REQUIREMENTS • DM 16 / 03 / 1998 to provide for: • periodical (3- 6 monthly) and suitable information on Risks, Safety measures and Emergency Plan procedure to ALL workers, to be tested and experienced (6 months frequency) • consistent training to emergency team members (yearly) according to well specified (by law) minimum contents SYRECO

  10. WP8 ITALIAN TEST CASE INPUT FOR A-TEAM A-TEAM should provide for a consistent and powerful tool for periodical and differentiated multi-media, computer based, information and training, including: • accident analysis results and effects • emergency procedures actuation • recording and tracebility of information given • comprehension level assessment of the trainees • support certification on information and training provided SYRECO

  11. WP8 ITALIAN TEST CASE TEST CASE TEACHING SITUATIONS 1. REAL CLASSROOM of selected employees (basic information, IEP procedures, first actions, accident dynamic evaluations, response analysis, trainees comprehension test) 2. COMBINED TRAINING OF SITE MANAGEMENT AND EXTERNAL RESCUE FORCES: classroom and remote multi view (DSS, tactical response, prevention of escalation domino effects, EEP co-ordination and co-operation procedures) 3. INFORMATION AND EDUCATION: remote by web on a selected sample of population (accident dynamic comprehension, correct behaviour, emergency response) SYRECO

  12. WP8 ITALIAN TEST CASE ACCIDENT SCENARIOS Complex situations modelling to: • estimate effects, • drive safety actions to be taken • test emergency procedure to be actuated by simulation of : • accident dynamic • plant hardware (equipment) effects • organisation and management decision • operators’ response SYRECO

  13. EXERCISE N° 1 Acrylonitrile large release from storage tank(confined pool, evaporation, foaming not available, fire and explosion, possible domino effects) SYRECO

  14. EXERCISE N° 2 Large Pesticides Warehouse Fire (uncontrolled fire in a block, large continuous smoke flow from the roof, plume rise due to thermal buoyancy, toxic gases dispersion: NOx, POx, SOx, HCl, HCN, HF, Pox, MIC, CO, ..) 1500 1500 SYRECO

  15. WP8 ITALIAN TEST CASE TEST CASE DEVELOPMENT A-TEAM training framework will be adapted to implement test cases exercises at STC (SYRECO Training Center), located inside Filago area for both classroom and remote training exercise involving different trainees’ profiles SYRECO

  16. WP8 ITALIAN TEST CASE TRAINEES (classroom mode) INDUSTRIES: • selected sample of employees (basic information level) • plant operators (skill and knowledge base level) • emergency team components (certification level) • site management and emergency responsible (tactical and decision making level) SYRECO

  17. WP8 ITALIAN TEST CASE TRAINEES (classroom / remote / multi view modes) COMPETENT AUTHORITIES (external rescue) • Fire Fighting Brigades (local command) • Public Health and Safety support structures (ASL) • Prefettura LOCAL ADMINISTRATIONS • Majors and Municipal Civil Protection • Voluntary organisations • Consortium of municipalities, etc. POPULATION (information and education) SYRECO

  18. WP8 ITALIAN TEST CASE BASIC MATERIAL FOR TRAINING EXERCISE • site and plant layout and drawings • photos and videotapes • risk elements characterisation • emergency means and system description / characteristics, including communication devices • MSDS and physical/ toxicological parameters (data base link) • operating manual and procedures • safety reports and risk analysis results • course and lesson for emergency team training • emergency plan and procedures SYRECO
