From POLITIS over WinAct to Miracle

WinAct is an EU project by the Hamburg Institute for Social Research aimed at promoting the activation and participation of immigrants in Europe. It uses a train-the-trainer approach, develops workshop modules and a training manual for adult educators, based on the research project "Building Europe with New Citizens" by POLITIS. The project emphasizes the need for mainstream associations to actively engage immigrants and transfer the findings through adult education. The recommendations highlight the influence of mainstream associations on immigrant activation and suggest various strategies for raising awareness, first contact, and supporting immigrant activism.

Framework • Based on POLITIS research project: „Building Europe with new citizens“ • Positive examples of active immigrants • First generation • POLITIS assumptions and starting points • EU is a democratic polity that rests on and requires the civic participation of citzens • Europe needs immigrants for demographic reasons • Activation and participation of immigrants is a an asset for democratic Europe • In their own interest, mainstream associations have to win immigrants as active members • Transfer of findings through adult education

POLITIS findings • Little and fragmented research • Immigrants‘ participation is on average lower compared to native population • Uneven participation level with respect to immigrants‘ national origin • [Factors at individual level as explanation: Education, social status, personality, participation rights] • Uneven participation level with respect to receiving countries • Political and civic culture of receiving country influences level of immigrants‘ activism • Attitude and practices of mainstrean associations matter

Recommendations for mainstream associations • The mainstream associations decisively influence immigrants‘ activation • Awareness towards immigrants‘ incorporation • Raise attention of immigrants • Consider first contact • Consider first activation • Support maintaining of activism • Starting point is not conflict - but a joint interest of individuals and/or organizations in cooperation and active membership

Transfer to church • What is the main issue for churches in your country? • Awareness raising, implementation? • Individual incorporation of immigrants, or relation with migrant churches – or both approaches? • Target group of MIRACLE workshops? • Historical church officials and members; officials and members of ethnic churches; or joint workshops? • Which kind of workshop agenda suits the national „learning culture“? • Making use of the tool-kit • Use of learner centred approach • Appointment of of trainers?
