  1. Supporting local research and analysis:Understanding demand – improving capacityLIS Network Event Tom Smith (with Keith Dugmore, Derrick Johnstone) Oxford Consultants for Social Inclusion (OCSI)Demographic DecisionsEDuce

  2. Overview • Project background • What is driving demand for local research? • How LIS are helping • Recommendations • How national and regional organisations can better support LIS • For local partners

  3. A message from our sponsors… • Research is in draft form – please check back against final published version (“soon”) • Recommendations are from the research team, and don’t represent CLG/ government views or policy …

  4. Project background • Three key questions … • What are the sources of demand for local information and research? • How is research carried out locally? • How is local information and analysis currently supported by national, regional and sub-regional organisations? • Lead to recommendations on… • helping local information and research teams provide faster, better and smarter support for decision-makers • enabling decision-makers to increase their understanding of the importance of solid evidence

  5. What is driving demand for research and analysis?

  6. What is driving demand for research?

  7. How LIS are helping • Strategic • LIS provides “critical backbone to the decision-making process”, linking services across partnership • Support • LIS teams focus on small-area to locally-meaningful geographies - “the people who do geographical data” • Supplementing national data – “being used for more recent and detailed data, e.g. crime” • Local portal to information and data • “making more use of the Web for people to find information – takes pressure off ad hoc queries”

  8. Recommendations:faster, better, smarter? • Recommends fit under the 3 stages in using & producing information (Audit Commission) • … streamlining data supply • … improving analytical skills • … improving senior decision-makers understanding/ use of evidence

  9. How national and regional organisations can better support LIS • Streamlining data supply • Accessibility of national statistics has improved enormously. But it does not always go far enough • Develop working examples of how users can best make use of the Data Hub approach • Package core/ minimum data for strategic assessments • Sharing data better • Promote the message that in many situations users can legitimately share aggregated data for strategic purposes • National data suppliers should revisit policies in relation to sharing aggregated statistics for locally-meaningful areas

  10. Questions for local partners • Do we have real senior management buy-in (and understanding)? • Include skills in the interpretation and use of evidence within leadership and management training programmes • Commitment of senior management to research strongly correlated with performance • Are we making the most of what we’ve got? • Are local research and intelligence functions well-organised for: meeting citizen needs better; Local Area Agreements; Comprehensive Area Assessment ; and more…. • Where are there skills and evidence gaps? • How can LIS teams help further?
