Project Goal • Present recommendation for City Commission consideration by mid-August 2011 as to • Specific project scope • Operators for Hotel and MPEV • Projected budget • Anticipated public and private impact • Proposed funding strategy including: • Private funding • Nature and amount of any proposed public funding and required approvals • Path forward

Decision Factors • To recommend City proceeding with project • Demonstrated market viability • Direct and indirect benefits to community MUST exceed the cost of City financial participation • Project is consistent with the goals for downtown redevelopment • Community not negatively impacted in • Safety • Traffic • Noise • Lighting

  5. Major Milestones • Identify, evaluate and select • Architectural team • Potential operator of hotel • Potential operator of MPEV • Conduct hotel site assessment and comparison between new build and rehab • Conduct market assessment for potential supportive uses

  9. Architect Team Selection Process • Selection criteria • Demonstrated areas of focus/expertise • Proximity of key personnel to project site • Company and team experience in the following areas • Sports/Entertainment facilities • Hospitality • Land Planning • Historic Renovations

Architect Team Selection Process • Develop list of architects to be invited to submit their qualifications for consideration • List will include list of Amarillo Architects • Select list of recognized firms with demonstrated experience in required areas • Review proposed list of architects • Contact architects on selected list • Provide them with a project description, time line and factors for consideration in selection • Request that they submit their qualifications for consideration

Hotel Operator Selection Process • Goal is to • Identify a qualified hotel operator as a potential partner for the operation of the full service convention hotel • Select operator who will provide • Ability to secure appropriate franchise for hotel • Input in the creation of the facility program and development budget

Hotel Operator Selection Criteria • Years in business • Current ownership & management of hotels • # of hotels and hotel rooms developed/managed in last 10 years • # of projects currently in progress • Potential capital commitment • Brands represented • Locations of hotels operated • Redevelopment experience • Financial capacity

Hotel Operator Selection Process • Identify list of potential partners to be invited to submit their qualifications for consideration • The list WILL include ALL parties that responded to the first step of the original RFQ/RFP process. • Review proposed list of potential candidates • Contact candidates on selected list: • Provide them with a project description and timeline • Request that they submit their qualifications for consideration • Review responses to develop prioritized list of top firms

MPEV Operator Selection Process • Goal is to • Identify a qualified and interested operator as a potential partner for the operation of the MPEV • Select operator who will provide • Provide a professional a minor league baseball team, • Bring a franchise in a qualifying league, and • Be able to demonstrate experience and capacity programming non-baseball events • Input in the creation of the facility program and development budget

MPEV Operator Selection Criteria • Number and list of teams owned over the last 10 years • Average years of experience in professional baseball among ownership and key staff • Financial capacity/stability • Number and list of teams owned which have ceased operations • Number and list of teams currently owned • Leagues represented

  20. MPEV Operator Selection Criteria • Willingness and capacity to make capital contribution to construction of MPEV • Demonstrated experience in providing more than baseball events • Experience operating stadiums / MPEV • Reputation of operator including current or previous litigation

Public Communications Goal • Undertake a variety of public communication efforts to • Create an understanding of the goals, scope and timeline for the project as well as the process to be undertaken between now and August 2011 • Demonstrate the openness and transparency of the activities related the project • Provide easy access to timely and accurate information on the project

  26. Public Communications Efforts include • Public presentations and updates to City and other entities • Presentations to community groups • Public meetings in locations across Amarillo to provide information and solicit feedback.
