So how does FL fit in with the Hertfordshire 14-19 strategy? • Raise the Participation Age (RPA) to 17 by 2013 and to 18 by 2015 • 14-19 entitlement for all young people • Responsibility for securing learning for 16-19 year olds residents in Hertfordshire (working in a sub-regional group with Luton, Central Bedfordshire and Bedford Borough)
