NATIONAL STRATEGIC INTELLIGENCE AMENDMENT BILL • STRATEGIC PRIORITIES • National Communications Centre established as the national signals intelligence capacity for South mandated to collect and analyse foreign signals intelligence; • SASS to assist NIA perform security screening functions; • DG of NIA to delegate responsibility for issuing, downgrading, withdrawing or refusal of security clearances;

NATIONAL STRATEGIC INTELLIGENCE AMENDMENT BILLSECURITY SCREENING • The National Intelligence Agency (NIA) is responsible for the security screening of all public servants • Bill amends section 2A of the principal Act to allow for the South African Secret Service to provide security screening services • Bill amends section 2A (6) to allow for the Director General of NIA to delegate issuing of security screening to a delegated official

NATIONAL STRATEGIC INTELLIGENCE AMENDMENT BILLSECURITY SCREENING • Implementation of the National Vetting Strategy: • Bill amends section (5A) to provide for the establishment of field vetting units by organs of state that do not form part of the National Intelligence Structures and to assist them in conducting security screening investigations

  6. NATIONAL STRATEGIC INTELLIGENCE AMENDMENT BILLATTENDANCE AT NICOC • Membership of NICOC extended to include: • Director General of the NCC; • Director General of the Presidency; • Director General of the Department of Foreign Affairs • Alternates to be at the level of Deputy Head

INTELLIGENCE SERVICES AMENDMENT BILL • STRATEGIC PRIORITIES • New definitions; • Removes the legislative requirements of a training Fund to be established for the Academy; • Retirement age changed to 55 in line with broader public service; • Consequential amendments as a result of amendments to the NSIA; • Minister to delegate authority for acquiring, maintaining, disposal of immovable property

National Communications Centre • Signals intelligence is the monitoring of all forms of global communication. • Involves the monitoring and analysis of signals, both satellite and cable • Historically targets have been military and diplomatic communications. • Bulk collection • Risk profiling and data mining techniques

NCC will be subject to the oversight of the Inspector General for Intelligence and the Joint Standing Committee on Intelligence • Certify annually to Parliament that there has not been contravention of Interception of Communications and Provision of Communications Related Information Act, 2002

  10. Bill establishes and regulates the activities of the NCC as the national signals intelligence capacity for the Republic with the authority to collect and analyse foreign signals intelligence • Foreign signals intelligence • Signal, passes through or ends in the Republic • Minister for Intelligence to regulate the activities of the NCC
