Overview of Diagnostic Centers under PPP • Department of Health, Government of West Bengal decided to establish Diagnostic Centers in Rural Hospitals (RHs) and Block Primary Health Centers (BPHC) by involving Private Sector Organizations/NGOs to set up and run these Centers under PPP to • Provide Pathology & Radiological Services at rates lower than the market rates (in these remote areas). • Extend Free services to Below Poverty Line (BPL) patients. • Maintain quality of laboratory & Services.

  3. Type of PPPs Diagnostic facilities in the RHs and BPHCs in the Districts of West Bengal by involving PSPs/NGOs to establish and run the centers under PPP. Space provided by the public partner within the RH/BPHC Contractual Terms signed between the two partners Mandatory Tests for the following with rates specified in the Agreement: Pathology Radiology (Ultrasonography & X-Ray Opening of Collection Centers at Primary Health Centers (PHCs) [There are 3-4 PHCs under each RH or each BPHC on an average]

  4. Partnership/Actors Involved Public Partner: Health & Family Welfare Dept, Government of West Bengal, India Private Partner: Private Sector Organization with experience in diagnostic services. Other Actors: Consultants ( during set up and in the initial period after operationalization of the center )

  5. Project Objective Providing wide variety of Pathological & Radiological tests in the RHs and BPHCs for the benefit of the population at large Test Cost: significantly less than the market rate. Benefits of Free tests up to 20% of BPL patients in each month. PSP maintained operating procedure & quality assurance. Timely delivery of test report for the benefit of both the Doctors and Patients.

  6. Project Set-Up and Arrangements Space provided by Government of West Bengal (GoWB) within the Hospital. Necessary Construction & Repairing by the PSP to make the space ‘Ready to use’. Free supply of water by GoWB. Electric line installed by PSP with separate meter. Machineries, Instruments, furniture arranged by the PSP. Recruitment of Trained & Skilled persons by the PSP.

  7. Key Milestones Maintaining Quality Assurance of the Center Ensuring Free test Services to 20% of BPL patients Longer duration of Working Hours to provide services in these remote places. Timely delivery of Reports to enable the Doctors to initiate early treatment protocol

  8. Challenges and Mitigation Plans Challenges Initial problems of allocation of space in the Rural Hospital to setup the center. Lack of help and support in the early stage from concerned authorities at the local level for setting up the center. Problems of availability of Sonologist & Pathologist in the remote place. Opening and running Collection centers in Primary Health Center. Mitigation plans Problems overcome by discussions and explaining the benefits of the Centers at the local level Seeking help & support from the State level Authorities and Consultants.

Progress to Date Diagnostic Centers are in operation in 4 RHs in two Districts, where we are operating as Private Partner Sabang RH (Midnapur-West) Salbani RH (do) Hijli RH (do) Reapara RH (Midnapur-East) Have also been selected to set up Centers at Debra RH and Pingla BPHC Introduced Pathological & Radiological Tests as specified in the Agreement. Ensuring timely delivery of Test reports. Around 5-8% of BPL patients utilizing free services.

Lessons Learnt/Best Practices Lessons Learnt Proper Coordination with local Authorities is important Involving Panchayeti Raj Institution (People’s Representatives) in PPP initiatives by explaining the benefits Best Practices Have instituted Internal Quality Assurance System Conducted Awareness Programmes for Health & Hygiene in these remote areas with the support of Local Panchayeti Raj Institution Introduced Suggestion Box & Complaint Box for Patients in these Centers
