  3. EuratomFP7 projects selected for funding in Off-site Nuclear Emergency Management and Rehabilitation

DETECT • Achievements: • The DETECT Optimisation Tool (DOT) allows the end users to test and develop environmental radiological monitoring strategies for their specific needs • It is based on a comprehensive library of simulations of radioactive plumes from 64 sources (threats) in Europe that were identified to be most important by the users • Together with the users, seven cost functions have been developed to evaluate the capability of a given monitoring network to (early) detect radioactive plumes and to allow the generation of dose maps • Users can run evaluations and optimisations and display, store, and download the results

NERIS-TP (1) • Main Tasks: • WP1: Support the creation and operation of a self-sustainable European platform on emergency and post-accident preparedness and management: NERIS • WP2: Improve the early and late countermeasure models EMERSIM and ARGOS-EC (screening), ERMIN (inhabited areas) and AgriCP (agricultural production) for the new ICRP 103 recommendations • WP3: Strengthen the preparedness at the local/national level by setting up dedicated fora and developing/adapting tools (such as the governance framework for preparedness, the handbooks on countermeasures, the RODOS system, and the MOIRA DSS for long term contamination in catchments) to meet the needs of local communities

NERIS-TP (2) • WP4: Coupling an emergency information system with existing European Decision Support Systems (RODOS/ARGOS) by developing a web based interface and a meteorological model chain using the freely available world wide meteorological data • WP5: Test, train and disseminate the modules developed in WP2, WP3 and WP4 and assure that the end users are fully integrated in the development process and that the end products will be used to their full technical capability in the community for training, exercises, preparedness and operational application

NERIShttp://www.eu-neris.net • Objectives: • Improving the effectiveness of current European, national and local approaches for preparedness concerning nuclear or radiological emergency response and recovery • Promoting more coherent approaches in preparedness for nuclear or radiological emergency response and recovery throughout Europe • Identifying gaps and needs for further developments in preparedness for nuclear or radiological emergency response and recovery • Addressing new and emerging challenges in the field of preparedness for nuclear and radiological emergency response and recovery • Maintaining and improving know-how and technical expertise in preparedness for nuclear or radiological emergency response and recovery among all interested stakeholders in Europe • In May 2012, "European NERIS Platform Association" created as an NGO under the French law of July 1901

PREPARE • Main Tasks: • WP1: Review of operational procedures for emergency preparedness for long lasting releases • WP2: Develop scientific methods and tools that could be used by an analytic platform for information collection and exchange from any nuclear or radiological event • WP3: Clarification and harmonisation of international rules and operational procedures related to quality control of contaminated goods • WP4: Extension of atmospheric dispersion and consequence modelling in Decision Support Systems • WP5: Extension of aquatic dispersion and consequence modelling in Decision Support Systems • WP6: Information and participation of the public • WP7: Training courses, dissemination and exercises

Review of Current Off-site Nuclear Emergency Preparedness and Response Arrangements in EU Member States and Neighbouring Countries – DG ENER-D1 • Consortium with ENCO (AU), UJV (CZ), ABmerit (SK) • Total cost: 400 000 EUROs • Duration: 9 months starting on 1/1/2013 • 5 tasks: • Inception report and the kick off meeting • Establishment and functioning of the Stakeholder Group: • NERIS to be involved • Collection of information • Processing, analysis and presentation of the information: • Workshop in Luxembourg on 4-5 July 2013 • Recommendations on possible improvements: • Workshop in Luxembourg on 1-2 October 2013

FISA 2013 will be held in parallel to EURADWASTE '13FISA 2013 will present and discuss the results of all FP7 Euratom research and training projects in reactor systems and the evolution of EC policy in support to research and safety within the forthcoming Horizon 2020.Specific thematic workshops will take place on 17 October addressing issues of common interesthttp://cordis.europa.eu/fp7/euratom-fission/fisa-euradwaste-2013_en.html

What is Horizon 2020?www.ec.europa.eu/research/horizon2020 • Commission proposal for a 80 billion euro research and innovation funding programme (2014-2020) • A core part of Europe 2020, Innovation Union & European Research Area: • Responding to the economic crisis to invest in future jobs and growth • Addressing people’s concerns about their livelihoods, safety and environment • Strengthening the EU’s global position in research, innovation and technology

Proposed budget: Total € 1 789 million, including Fission € 355 million; Fusion € 710 million (without ITER); JRC € 724 million Euratom Programme 2014-2018 • Integral part of Horizon 2020 package • General objective: • Improve nuclear safety, security & radiation protection • Contribute to the long-term decarbonisation of the energy system, in a safe, efficient and secure way • Specific objectives for indirect actions (fission): • support safe operation of nuclear systems; • contribute to development of solutions for the management of ultimate waste; • support development and sustainability of nuclear competences; • foster radiation protection; • promote innovation and industrial competitiveness • ensure availability and use of research infrastructures

Next steps Ongoing: Parliament and Council negotiations on the basis of the Commission proposals Ongoing: Parliament and Council negotiations on EU budget 2014-2020 (including overall budget for Horizon 2020) 2013:Final calls under 7th Framework Programme for research to bridge gap towards Horizon 2020 Mid 2013: Adoption of legislative acts by Parliament and Council on Horizon 2020 Beg. 2014: Horizon 2020 starts, launch of first calls

  14. R&D on Emergency Management • OPERRA selected for funding following the last call of FP7 in 2013 and still under negotiation • OPERRA will organise calls and fund R&D projects in radiation protection • This trend will be followed in Horizon 2020
