The District Development Model case was presented by the President in the 2019 SONA. Then it was taken to the Presidential Coordinating Committee, and finally to Cabinet in August 2019. • The DDM seeks to enhance service delivery in the municipalities through collaborations during planning, budgeting and implementation by all stakeholders in a municipality. • Subsequent to Cabinet adopting the DDM approach National, Provincial and Local DDM Champions were appointed and allocated to District Municipalities and Metros across the whole country. • We, as Education (DBE), are DDM National Champions in Sedibeng District Municipality and John Taolo Gaetsewe District Municipality, where Minister A Motshekga and Deputy Minister R Mhaule are respectively deployed. • 8
As the pandemic subsided, the Department of Basic Education (DBE), convened a Sector Lekgotla to institutionalize the DDM. • OBJECTIVES OUTCOMES Introduction and institutionalisation of the District Development Model in the sector. The District Development Model is institutionalised in the Basic Education sector. 1. 2. Alignment of plans and activities of education districts (75) and 9 provinces (9) to the District Development Model approach (52 district/metro municipalities). Sector plans and activities are aligned and coordinated provincially within the District Development Model approach in district municipalities and metro spaces. 3. Share information on identified key sector catalytic projects Information on identified key sector catalytic projects is shared. 4. Infuse sector priorities and key catalytic projects in the “One Plan” activities Sector priorities and key catalytic projects are embedded in the “One Plan” for 2022/23. 5. The case of John Taolo Gaetsewe (JTG) District Municipality, Northern Cape In JTG we started well by putting together the DDM Technical Centre and Political Command Council, orientated the DDM structures and started work on the One Plan. • The One Plan was crafted, consulted and presented to different stakeholders for ratification. • The Plan was then presented to the JTG Municipality for Council resolution and adoption, it was finally adopted. • The DDM phase one process is concluded and currently we are in the first generation of the One Plan review stage. • Education must pay special attention to the catalytic projects that were submitted in the first generation of the One Plan to assess progress, bottlenecks and intervention strategies. • A meeting with JTG DDM Technical Committee was held on 10 August 2023 to receive progress update on the implementation of catalytic projects by sector departments. • A Political Council to boost and support the pace of DDM work in the region is planned to take place before the end of November 2023. • 6
The case of Sedibeng District Municipality (SDM), Gauteng DDM structures are set up and functional. • Catalytic projects were identified and submitted for inclusion in the One Plan. • The One Plan has been presented and adopted by Council. • A DDM Hub has been set up as a pilot in Sedibeng and is currently reviewing the One Plan phase One. • A service provider has been contracted to research the entire Economy of Sedibeng District Municipality. • The major task now is the review of the One Plan. • The President conducted oversight in the district during an Imbizo on 12 August 2022. The Deputy President conducted follow up visit on 12 April 2023 to exercise oversight on progress made on commitments made during the Presidential Imbizo. • 7
We have positioned the Basic Education sector properly in the DDM processes throughout our 75 Education Districts • Education District Directors or their nominated proxies participate in the various DDM technical committees and hubs, where they have been established. Officials served in the Command Councils during the Covid-19 pandemic • DDM work is currently located in the Head of Education Departments’ (HODs) offices or District Coordination line function in most provinces • The sector was workshopped on participation and making a contribution to the development of the first generation of the One Plan. However, the uptake was slow, but this will be improved in the review of the One Plan. • We are in the process of monitoring implementation of the DDM in the sector with a view to identify the weaknesses for strengthening the programme • We need to be able to quantify our contribution in each Municipality in this financial year, in terms of: • The number of job opportunities we have created o Our financial injection in the development of the local economy and economic growth o The operational areas that need to be improved in the work and Coordination of DDM work in our Education Districts. o 8
To synchronize the reporting process a workshop was conducted with provinces on 02 March 2023, virtually. • Templates to collate the data were developed and shared with all provinces. • The workshop enabled the sharing of areas of good practice to improve service delivery in our areas. • Provinces have been guided to collate: • o A list of representatives (at the local, district and metro municipality levels) and their contact details. o A list of all the education sector projects/programmes that have been included in the ONE PLANS / IDPs. o Implementation progress per project / programme. 9
